City of Momence City Council met Nov. 18.

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 North Dixie Highway, Momence.

ROLL CALL

Roll was called by the Clerk with Aldermen Doody, Vela, Anderson, Clark, Fordahl, Cook and Lesyna present.

APPROVAL OF PREVIOUS MEETING MINUTES

Alderman Lesyna made motion to approve the minutes of November 4, 2024. Alderman Fordahl seconded the motion with Aldermen Doody, Vela, Anderson, Clark, Fordahl, Cook and Lesyna voting yes.

APPROVAL OF THE BILLS

Alderman Doody made motion to approve the bills for payment. Alderman Clark seconded the motion with Aldermen Doody, Vela, Anderson, Clark, Fordahl, Cook and Lesyna voting yes.

CITIZENS FOROM – Baxter Woodman to discuss rate study. Mark Siefert and Allison Walls. Rate study – no growth increase. The expense increases of 3% is on May 1 of each year for the next 8 years. All rate increases discussed already include the yearly rate increase.

The total loan for the next 30 years will have a yearly payment of 1.3 million dollars which will be broke into 2 payments each year.

Base rate everyone pays, volume metric is the use. Volume rate is going to increase. There will be the need for another ordinance to select the scenario. There will be 8 years of increases the back to the 3% ordinance yearly increase each year. The entire project is table ready minus the financing. Council indicating scenario 2 would be the choice.

There will be an ordinance for the mayor to enter into the loan amount of $32,000,000.00. There is a grant being written at the cost of $25,000.00. If the city qualifies for the grant, the $25,000.00 will pay the cost. If the city doesn’t not qualify for the grant, no money will be paid on the grant cost. Alderman Lesyna will work with Mark Siefert on the ordinance.

Steve Gross – Chamber will have all the info on the Downtown Christmas Gathering. Santa will be in town on December 7.

Momence Jr Redskin won the Superbowl. Steve is working on the getting the trophy displayed in City Hall for a short time.

Old Business –

Aldermanic – Alderman Doody – BF meeting December 2, 7:15 PM

Alderman Lesyna – Ordinance 890 – Baxter Woodman, page 8 no referendum cert. If this is passed, this will go to the Kankakee Daily Journal. If a petition is signed with 173 signatures, it would then go on the ballot for April 1, 2025. The authorizes the council to proceed with the financing of the project for the water/sewer project. Alderman Lesyna made motion to approve the ordinance. Alderman Cook seconded the motion along with Aldermen Doody, Vela, Anderson, Clark, Fordahl, Cook and Lesyna voting yes.
