On February 18, 2025, Kelly criticized the Trump administration's funding cuts in a tweet stating: "Yesterday, I spoke out against Trump’s destructive funding cuts to essential programs that millions of Illinois families rely on, like Medicaid and SNAP." She highlighted the impact on vital programs while accusing Republicans of prioritizing tax breaks for billionaires over essential services.

The following day, February 19, Kelly shared an interaction with constituents who visited her office expressing their outrage at the budget cuts. In her tweet she stated: "People outraged by Trump’s budget cuts visited my office today." Kelly affirmed her support for them and called for collective action to persuade Republican colleagues to protect American freedoms.

On February 20, she tweeted about widespread dissatisfaction just one month into Trump's presidency: "We’re just one month into the Trump administration, and people have had enough of the circus." Emphasizing her commitment to opposing corruption and self-interest that endangers lives, Kelly reiterated her stance alongside everyday Americans against what she described as dangerous actions by the administration.
