Background of Subject Matter

The RTTF 5K is hosted by the Westmont Park District. The People's Resource Center is the beneficiary of the fundraiser.

Time of street closures: 7:30am - 10:00am - Jamestown Ave at Oakwood Drive, Chestnut Ave at Blackhawk Drive, Plaza Drive at Blackhawk Drive, Burr Oak Drive at Plaza Drive, Oakwood Drive at Philadelphia Avenue.

a. Municipal Grocery Tax

Board to consider an ordinance approving a one percent local grocery tax on food for home consumption beginning January 1, 2026.

Background of Subject Matter

Effective January 1, 2026, the 1% grocery tax the state collects and remits to municipalities will no longer be imposed under the state's authority. To continue receiving the tax, municipalities must pass an ordinance to implement a 1% grocery sales tax locally.

Additional Background

The tax amount and collection method remain the same. The only change is the authority under which the tax is imposed.

b. 2025 Zoning Map

Board to consider an ordinance approving the revised Zoning Map dated December 31, 2024 as the official 2025 Zoning Map for the Village of Westmont.

Background of Subject Matter

State statute requires corporate authorities to publish a map showing existing zoning uses, division, restrictions, regulations, and classifications of the municipality for the preceding calendar year.

c. Water Rate Text Amendment

Board to consider an ordinance approving amendments to Section 82-201 "Bi-monthly rates within village".

Background of Subject Matter

This will allow municipal government, church, and school water users to continue the historic practice of receiving the residential rate for water and keeping the standard rate for all of their water usage. The new water rates, adopted in December and effective with the February billing, include a higher rate for residential usage over 16,000 gallons. This amount is viewed as discretionary use for a house, but would not represent the same for something like a school. This amendment would exempt these users from those higher rates being triggered.

Additional Background

These users' fixed fees would equal the fixed fee for the smallest, and most common, residential meter. Currently this is $10/bill.

d. Outdoor Dining on Public Parkway Grant - Whiskey HIll Board to consider a motion approving an outdoor dining reimbursement grant for Whiskey Hill, 5 W. Quincy Street, for the purchase of the outdoor dining chairs and tables.

Background of Subject Matter

In December 2024, the applicant, Whiskey HIll located at 5 W. Quincy St., submitted a 2024 Outdoor Dining on Public Parkway Grant Reimbursement Request Form. Village staff has reviewed the application and determined that the applicant is eligible for a Village grant reimbursement in the amount of $3,799.41 related to eligible outdoor dining expenses consisting of chairs, tables and outdoor dining license fee paid by the applicant in 2024.
