Kankakee County Planning, Zoning and Agriculture Committee met Jan. 21.

Here are the minutes provided by the committee:

The meeting of the Kankakee County Planning, Zoning & Agriculture Committee was held on January 21, 2025 and was called to order by Committee Chairman, Mr. Fetherling at 9:00 am. The following members were present:

Mr. Fetherling, Ms. Webber, Ms. Denise Turner, Mr. Lowey, Mr. Alexander-Hildebrand, Ms. Munday, Mr. Smith, Ms. Foster, Mr. Dunnill, Ms. Armer-Irps

Members Absent –Mr. Ashcraft, Mr. Miller, Ms. Andrade, Mr. Tholen, Ms. Amber Turner,

Mr. Lowey made a motion to allow Ms. Munday and Ms. Foster to attend the meeting by Zoom and Mr. Smith seconded. Motion carried with a voice vote.

Quorum –Present

Mr. Dave Baron made a comment on the behalf of the applicants of the ZBA Case #24-12.

Minutes of the Last Meeting

The minutes of December 17, 2024 were submitted to the committee for approval.

Mr. Smith made a motion to approve and Ms. Denise Turner seconded the motion. Motion passed with a voice vote.

Building

• Building Report – December 2024

Ms. Irps made a motion to approve the report and Mr. Lowey seconded it. Motion carried with a voice vote.

Mr. Skimerhorn reviewed the report with the committee. Permits were issued for two new homes. A total of 45 permits were issued in December and a total of $124, 245 in revenue was brought in.

• Stormwater/MS4 Program Discussion

Mr. Skimerhorn asked if there was anything for discussion; there was not.

Zoning

• ZBA Case #24-12; request for a Special Use Permit#2 (Bed & Breakfast) in the R1- Single Family Residential District on a parcel generally situated in Section 06 of Aroma Township. The petitioners are Joanne & Nathan Frogge, property owner & applicant.

Mr. Skimerhorn stated that this was recommended for approval 6 to 0 by the ZBA and there are eight conditions. Discussions were held.

Ms. Irps stated that currently there are no taxes collected on Air B&B’s in the County, Bradley, and Bourbonnais and it is something that the County might want to consider as it is missing out on some revenue.

Ms. Munday made a motion to approve the ZBA Case #24-12 and Mr. Dunnill seconded it. Motion carried with a voice vote.

Planning

• Service Agreement for Village of Buckingham for Plan Review & Inspections Mr. Skimerhorn stated that they have been approached by the Village of Buckingham to enter into an agreement for their building staff to perform inspections and plan reviews for personal mounted solar facilities, not commercial ones. The Buckingham has already signed the agreement and he is asking the county board to approve it.

Mr. Denise Turner made a motion to approve it and Mr. Lowey seconded it. Motion carried with a roll call vote of 10 ayes and 0 nays. Voting aye were Mr. Fetherling, Ms. Webber, Ms. Denise Turner, Mr. Lowey, Mr. Alexander-Hildebrand, Ms. Munday, Mr. Smith, Ms. Foster, Mr. Dunnill, Ms. Armer-Irps

New Business

Ms. Armer-Irps expressed concern on two different properties in her district that have not been maintained. She has gotten numerous calls on them and they are eyesores in her district and it needs to be addressed.

Adjournment

Mr. Smith made the motion to adjourn the meeting at 9:19 a.m. Ms. Denise Turner seconded the motion. Motion carried by a voice vote.
