Lawmakers argue that any U.S.-based projects using CATL technology may be structured to circumvent these national security safeguards.
The "Strengthening America’s Supply Chains and Manufacturing Act," introduced in 2025, would prevent companies that license technologies from foreign adversaries, including CATL, from accessing federal tax credits or subsidies. The bill includes language specifically designed to close loopholes in current FEOC restrictions. It also grants the Department of Treasury greater oversight powers to investigate ownership and licensing arrangements.
