On July 11, 2025, Kelly addressed the implications of Medicaid reductions amid ongoing public health concerns. She stated: "Republicans cut Medicaid as we face a maternal mortality crisis. Their actions will have deadly consequences. I talked with @Politico’s @cheyannamarie97 about Black maternal health and how we can continue to advance reproductive justice:"
Kelly was born in New York City in 1956 and currently resides in Matteson. She holds a BA from Bradley University (1977) and previously served in the Illinois House of Representatives from 2003 to 2007.
