The Kankakee City Council approved a development agreement with Rock Island Economic Development Corporation (RIEDC) Jan. 4 that could lead to a new apartment building.

The prospective location for the development is a city-owned parking lot on the corner of Merchant Street and Dearborn Avenue. As planned, the building would house 20 to 40 studio, one-bedroom and two-bedroom apartments. Construction would begin next year, and the apartments would be move-in ready by 2018.

With the services agreement approved, RIEDC will work with the city to survey possibilities for the project and fill the role of general contractor for the project.

The council also accepted a proposal from Call One for a modernized phone system expected to save the city $85,000 in its first year.

At the request of Alderman Glenn Davidson, Mayor Nina Epstein agreed to consider reinstating the Aldermen Comments' segment of council meetings, when aldermen are free to bring up concerns that might otherwise not be addressed in meetings.

The meeting was adjourned after 31 minutes.
