The council meets at 7:30 p.m. on the first and third Mondays of each month.

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Mayor Mick Porter called the meeting to order.
ROLL CALL
Roll was called by the Clerk with Aldermen Denton, Navratil, Nova Metz, Steele, Kupferer, Cook, Lesyna and John Metz present. Also present was Mayor Mick Porter.
APPROVAL OF PREVIOUS MEETING MINUTES
Alderman Denton made a motion to approve the Regular and Executive Session minutes of the April 18, 2016, Council Meeting as presented. Alderman Lesyna seconded the motion with Aldermen Denton, Navratil, Nova Metz, Steele, Kupferer, Cook and Lesyna voting yes. Alderman John Metz abstained.
APPROVAL OF THE BILLS
The bills were discussed at tonight's Budget and Finance Committee Meeting. Alderman Denton made a motion to approve the bills for payment. Alderman Kupferer seconded the motion with Aldermen Denton, Navratil, Nova Metz, Steele, Kupferer, Cook, Lesyna and John Metz voting yes.
CITIZEN FORUM
George Voorhees – Electric rate presentation. Mr. Voorhees discussed capacity component rates and how component can be used as pass through and receive alerts to notify city of peak electricity use (per Com Ed). He stated that the City has the ability to control uses of electricity. Would want Council to take existing contract and blend it with new two year contract. To supply Scott Behrends with more detailed information and then discuss further with Council.
Daniel Langtin requested a no truck parking sign on the 300 block of South Gladiolus, along the side of the house to the alley. Semis are parking there blocking the garage at times. Baker and Taylor has a no truck parking sign in front of their building and in their parking lot. Chief Cavender will check with safety person at Baker and Taylor to come up with resolution; he also suggested that Mr. Langtin call police at non-emergency dispatch when this happens again.
OLD BUSINESS - none
ALDERMANIC REPORTS
Alderman Denton called a Budget and Finance Committee Meeting for 7:15P.M. on May 16, with the Public Hearing at 7:00P.M. for Appropriations Ordinance. Council was asked to review employee handbook before next meeting, to be approved/voted on. Superintendent Scott Behrends requested a copy to review.
Alderman Nova Metz: Discuss and vote on putting out for bid a 1999 Chevy 3500 utility surplus truck, it is no longer being used. Utility truck was replaced about a year ago. Accept bids at City Hall and open bids at meeting on Monday, May 16. City will be asking for a minimum bid of $1,500. Box in good condition, truck in poor condition. Alderman Nova Metz made a motion to pass the ordinance authorizing the sale or disposal of surplus personal property owned by the City of Momence and putting out for bid (1999 Chevy 3500 Utility truck). Alderman Lesyna seconded the motion with Aldermen Denton, Navratil, Nova Metz, Steele, Kupferer, Cook, Lesyna and John Metz voting yes. Ordinance # 815.
Alderman Steele called a Street and Alley meeting for Wednesday, May 11 at 6:30PM.
Alderman Kupferer: Discuss & approve replacement of 2007 Ford Crown Victoria. Squad car was totaled, Officer not at fault. Total loss, value is $3,700, $1,000 deductible. Authorization to work on replacing with the same lease agreement; Tahoes will be paid off soon. Equipment has to be replaced. Insurance will reimburse for equipment. Looking at getting vehicle through state program with same lease agreement as has been done in the past. After discussion regarding police department needs and officer assignments, Alderman Kupferer made a motion to approve to move forward with leasing new explorer through state program’s lease purchase. Alderman Denton seconded the motion with Aldermen Denton, Nova Metz, Steele, Kupferer, Cook and Lesyna voting yes. Alderman Navratil and John Metz voted no. Motion carried. Chief stated that he has one matter for Executive Session regarding personnel.
DEPARTMENT HEAD REPORTS
Scott Behrends reported that the water main is pushed under the river, water taps being connected to new main. Washington Street vaults are being filled; they are in the process of shutting off the Nicor boxes found in the vaults. Superintendent Scott Behrends to look into further.
TREASURER REPORT – Treasurer Becky Peterson – None
MAYORAL REPORT
Appropriation Ordinance is available for viewing at City Hall for 10 days and will be published in the paper on Wednesday. Public hearing is scheduled for May 16, at 7:00P.M. and will be placed on agenda for approval at City Council Meeting on May 16, 2016.
Discuss and vote on electric supply contract extension. It was decided to hold off on vote until next meeting.
EXECUTIVE SESSION
Alderman Kupferer made a motion to enter into Executive Session to discuss the employment and compensation of specific employees of the public body and possible land acquisition, with the potential of actions on matters discussed in closed session. Alderman Nova Metz seconded the motion with Aldermen Denton, Navratil, Nova Metz, Steele, Kupferer, Cook, Lesyna and John Metz voting yes. Entered into Executive Session at 8:28P.M.; returned from Executive Session at 8:45P.M.
Alderman Cook made a motion to authorize Mayor Porter to enter into agreement purchasing access road property with Michael Parish acting as attorney to produce agreement. Alderman Denton seconded the motion with Aldermen Denton, Navratil, Nova Metz, Steele, Kupferer, Cook, Lesyna and John Metz voting yes.
Alderman Kupferer made a motion to adjourn the meeting. Alderman Denton seconded the motion with Aldermen Denton, Navratil, Nova Metz, Steele, Kupferer, Cook, Lesyna and John Metz voting yes. Meeting adjourned at 8:48P.M.
