The meeting was called to order by the President, and upon the roll call being called, President Timothy O. Nugent, led those present in the Pledge of Allegiance.
Motion by Gesky, seconded by Dole, to waive the reading of the minutes and approve the Committee of the Whole and Regular Meeting minutes from May 2, 2016. Motion approved 5-0. Trustee Crockett was absent.

Reports of Village Officials:
Village President’s Report: Tim Nugent
• The Ride 4 Life will be June 4, 2016 at the Manteno Sportsmans Club. This is a great event and over the years they have donated a lot of money to relay for life.
• Mayor Nugent read a proclamation for the Manteno Police Department click or ticket campaign.
• Ordinance 16-02, An Ordinance approving a Purchase and Sale of the Telecom Easement and Assignment Agreement between the Village of Manteno and Landmark Infrastructure Holding Company LLC for a cellular tower site at 28 West Cook Street, Manteno, Illinois.(B-#1)
• Ordinance 16-03, An Ordinance amending Title 1, Administrative, Chapter 6, Board of Trustees, by changing Section 1-6-5, Rules, Order of Business, of Municipal Code of the Village of Manteno. This is a change of the committee structure due to the Open Meetings Act so that all the trustees and the Mayor are on each committee. (B-#3)
Village Administrator’s Report: (Acting) Bernie Thompson
• Stacey Wilken resigned- the Village and Chamber of Commerce interviewed 14 people and selected 4 candidates that completed a mock presentation about a beer/BBQ fest complete with a budget to Mr Thompson, President Nugent and 3 Chamber Board members. The job was offered to Kylie Markley who currently works for a marketing company. She has accepted the job and is willing to move from Gibson City to Manteno for the position.
• Tax bills will be coming out. The assessed value on many houses went up along with the county taxes. Reminder to residents to look a the line items on the bills. The school gets the majority of the tax dollars. The Village only gets a small percentage and with that money provides many services.
Committee Reports:
Public Works and Utilities- Boyce
• Resolution 16-04, A Resolution of Support for the ITEP Application for the Second Street Streetscape Improvements. This is an application for a grant that would possibly provide 2 million for the 2nd street project. Mike Stone said the decision would be made late summer.

Parks and Recreation- Martin
- Wright Park they have taken down most of the old equipment.
- Planning on putting in a water fountain at Legacy Park.
- The next Parks and Recreation meeting will be May 18. They will meet at Eagles Landing and Belcher park at 6:30 and move to the Village Hall at 7 pm.
• Public Safety and Health- Dole
• Senior Safety meeting on May 17 from 9-11. Jim Hanley will be presenting about the services the public works department provides.
• Golf cart registration is $25. Golf cart parade will be on 6/17 starting at Heritage Park and then moving to Music on Main.
• June 15-21 is National Police Week.
• IRS Scam where they call you on the phone. Don’t give any personal information out over the phone. The IRS will mail you information.
Planning and Zoning- Crockett
• Trustee Crockett was absent. The next Planning and Zoning Commission meeting is 6/14 at 6 pm.
Finance-Gesky
• Payment of the bills in the amount of $99,462.52(TIF #1 Bills of $7,351.00) (D-#1)
• The next Finance meeting will be May 19 at 7 am.
General Government-Phillips
• None

Motion by Dole, seconded by Martin, to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda. Motion approved 5-0. Trustee Crockett was absent.
