The Momence City Council meets at 7:30 p.m. on the first and third Mondays of each month.

MOMENCE CITY COUNCIL Monday, June 6, 2016 Council Meeting Time: 7:30 P.M.
The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Mayor Mick Porter called the meeting to order.
ROLL CALL
Roll was called by the Clerk with Aldermen Denton, Navratil, Nova Metz, Steele, Cook, Lesyna and John Metz present. Also present was Mayor Mick Porter. Alderman Kupferer resigned because he moved out of his ward.
APPROVAL OF PREVIOUS MEETING MINUTES
Alderman Cook made a motion to approve the Appropriations Ordinance Public Hearing, Regular and Executive Session minutes of the May 16, 2016, Council Meeting as presented. Alderman Denton seconded the motion with Aldermen Denton, Navratil, Nova Metz, Steele, Cook, Lesyna and John Metz voting yes.
APPROVAL OF THE BILLS
The bills were discussed at tonight's Budget and Finance Committee Meeting. Alderman Denton made a motion to approve the bills for payment. Alderman Nova Metz seconded the motion with Aldermen Denton, Navratil, Nova Metz, Steele, Cook, Lesyna and John Metz voting yes.
CITIZEN FORUM
Andrew Weybright addressed Council regarding selling sno-cones and popcorn at Pine/Washington Street in South West corner by NAPA for Thursday, Friday and Saturday, August 11-13, 2016. Alderman Nova made a motion to approve the use of the parking lot on those dates. Alderman Denton seconded the motion. Motion carried with 7 Ayes and 0 Nays.
Erika Flourney and Latoya Jones approached Council requesting to rent a spot during glad fest to sell nachos and popcorn directly next to NAPA, Friday and Saturday only, they have all needed permits. Alderman Nova Metz made a motion to approve the use of the parking lot. Alderman Lesyna seconded the motion. Motion carried with 7 Ayes and 0 Nays.
OLD BUSINESS - none
ALDERMANIC REPORTS
Alderman Denton: Budget and Finance Committee meeting was called for June 20 at 7:15PM. Alderman Denton will be on vacation.
Alderman Nova Metz: Southside watermain is going along as planned.
Alderman Steele: Discuss and vote on ITEP (Illinois Transportation Enhancement Program) support/resolution. Last meeting discussed ITEP funds for West Washington, Superintendent Behrends informed Mayor that the majority of West Washington has been done vs. Dixie Street needs more attention. Acquiring funding will be easier because Dixie is a state highway. Pass resolution for Mayor to proceed. Cost of projects to be divided. Alderman Steele made a motion to pass resolution to be submitted to IDOT for approval. Alderman Lesyna seconded the motion with Aldermen Denton, Navratil, Nova Metz, Steele, Cook, Lesyna and John Metz voting yes. Resolution #185.
At the Street and Alley meeting tonight the Committee discussed street repairs, hopefully by next meeting to submit to IDOT regarding other funding.
Alderman Cook: First Reading of Sign Ordinance. Address exclusively historic district downtown and adds wording to control what kind of signage can be placed in town, limiting the usage of banners. Application process, new signage, would have to go through review process (no fee). Permits are required for signs. This ordinance does not affect current signage other than banners. To be voted on at next meeting.
Alderman John Metz stated that as of the 1st of June, Metz towing, which has operated a 24 hour towing business, will be closing after 25 years. He thanked citizens of Momence for their support over the years. No assistance from Mayor Porter or Chief Cavender in keeping their business open by sending business elsewhere.
DEPARTMENT HEAD REPORTS
Chief Cavender: Code enforcements issues, they’ve sent out 50 (37 residential and 13 downtown businesses dealing with the backside). Getting a lot of portable popup swim pools being put up. They have to have a permit.
TREASURER REPORT – Treasurer Becky Peterson. Cash transaction report for the end of the fiscal year; everything has been straightened out. Start year-end audit in a couple of weeks.
MAYORAL REPORT
Discuss and Vote on Resolution for Street Closure of Glad Festival. Resolution required to temporarily close Dixie Highway. Alderman Denton made a motion to pass the resolution for street closure for the Gladiolus Festival. Alderman Nova Metz seconded the motion. Motion carried with 7 Ayes and 0 Nays. Resolution #184.
EXECUTIVE SESSION
Alderman Denton made a motion to enter into Executive Session to discuss possible land acquisition with the potential of actions on matters discussed in closed session. Alderman Lesyna seconded the motion with Aldermen Denton, Navratil, Nova Metz, Steele, Cook, Lesyna and John Metz voting yes. Entered into Executive Session at 7:45P.M.; returned from Executive Session at 8:04P.M.
Alderman Denton made a motion to adjourn the meeting. Alderman Navratil seconded the motion with Aldermen Denton, Navratil, Nova Metz, Steele, Cook, Lesyna and John Metz voting yes. Meeting adjourned at 8:04 P.M.
