Manteno Village Board of Trustees approves Tax Increment Facade Renovation Construction Agreement

The Village of Manteno board of trustees met Tuesday, July 5.

Members of the Manteno board of trustees are elected at-large for four-year, overlapping terms. The board serves as the legislative body of the village, adopting ordinances and resolutions, which become village law.

The meeting was called to order by the President, and upon the roll call being called, President Timothy O. Nugent, led those present in the Pledge of Allegiance.

Motion by Phillips, seconded by Crockett, to waive the reading of the minutes and approve the Regular Meeting minutes from June 20, 2016. Motion approved 4-0. Trustees Gesky and Boyce were absent.

Public Participation:

Dan Gerber, Park St. Manteno, talked to the Board about the Triathlon on Saturday, July 30 at 8 am. There are a lot of volunteers helping with the race. If anyone wants to come out and help volunteer or cheer on the racers it would be appreciated.

Reports of Village Officials:

Village President’s Report: Tim Nugent

• President Nugent read a letter from the Momence Police Department thanking the Manteno investigators who helped with their criminal sexual assault investigation. They were very professional and helpful.

• President Nugent read a letter from Roger Schnitzler, the MHS principal, thanking the police department, crossing guards, and the Board for their support.

• Sportsmans Club put on a great fireworks show after the Party in the Park.

Village Administrator’s Report: (Acting) Bernie Thompson

• Mr. Thompson congratulated Chadd Gagnon on his well deserved promotion to Sgt. There was an opening on the force after Sgt Cushman retired early for health reasons.

• Committee Reports: Public Works and Utilities- Boyce

• Ordinance 16-06, An Ordinance approving and accepting a 10 x 260 Storm Water Sewer Easement along Main Street at or about its intersection with Fifth Street, Village of Manteno, Kankakee County, Illinois. (B-#1)

• The next Public works meeting will be July 26 at 7 am.

Parks and Recreation- Martin

- Legacy Park and the entire town looked great for the fourth of July weekend.

- Wright Park is finished and looks great. The committee will be making some plans for Ry-

der Park next.

- The next Parks and Recreation meeting will be July 20 at 7 pm.

• Public Safety and Health- Dole

• The next Public Safety meeting will be July 27 at 7 am.

• IRS scams are calling people. Don’t provide any personal information over the phone.

• Remember to lock your car and protect your valuables.

• Sr. Picnic is cancelled.

• Sr Safety Program will be July 19 from 9-11 on self defense.

Planning and Zoning- Crockett

• The next Planning and Zoning Committee meeting is July 21 at 7 am.

• The next Planning and Zoning Commission meeting is cancelled. There will be an August

meeting to discuss variances.

Finance-Gesky

• Resolution 16-08, A Resolution approving a Tax Increment Facade Renovation Construction Agreement in connection with Tax Increment Financing Area #1-Michael Werner, Werner Automotive, 395 South Locust Street. Dan’s Plumbing is going to rent. This should bring in some sales tax. (B-#2)

• Resolution 16-09, A Resolution authorizing an Interfund Loan not to exceed $50,000 from the General Fund to the Industrial Park Tax Increment Financing Redevelopment Project Ar- ea Special Tax Allocation Fund. Bradley, Bourbonnais, and Kankakee are currently com- pleting a study regarding the 6000 Interchange. Manteno’s cost is $22,000 and as soon as TIF #3 has some money it will pay back the General Fund for this cost. (B-#3)

• Payment of the bills in the amount of $50,482.14(TIF #1 Bills of $0) (D-#1)

• The next Finance meeting will be July 13 at 7 am.

General Government-Phillips

• None

Motion by Dole, seconded by Phillips to approve a single role call vote on the question of passage of agenda items. Motion approved 4-0. Trustees Boyce and Gesky were absent.

Motion by Martin, seconded by Crockett, to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda. Motion approved 4-0. Trustees Boyce and Gesky were absent.

Trustee Crockett: None

Trustee Dole: Thanks to the police, fire, and pubic works for such a successful fourth of July weekend. Trustee Martin: None

President Nugent: Thanks to Sarah Marion, Public Works and everyone who helped make this weekend and all the summer events so successful.

Motion by Phillips, seconded by Dole to adjourn the meeting at 7:31 pm. Motion approved 4-0. Trustees Gesky and Boyce were absent.
