Murphysboro City Council holds finance-focused meeting

Members of the Murphysboro City Council met Tuesday, Jan. 12.

The Murphysboro City Council meets at 7 p.m. on the second Tuesday of the month in Council Chambers, 202 N. 11th St.

Here are the meeting minutes as provided by the Murphysboro City Council:

Murphysboro City Council Meeting January 12, 2016

The Murphysboro, Illinois, City Council met in regular session, pursuant to its ordinances, on the 12" day of January, 2016. Mayor Stephens called the meeting to order at 7:00 p.m. and Alderman Hughes led the council in prayer. Following the invocation, Mayor Stephens led the council in the pledge of allegiance to the flag. Mayor Stephens then directed City Clerk Cottomaro to call the roll. The roll was called with the following

Present: Barb Hughes, Mark Costa, Russell Brown, Gary McComb, Bill Pierson,

Danny Bratton, John Erbes, Tom Ridings

Absent: Gloria Campos, Herb Voss

Motion: To approve the minutes of the December 8, 2015 council meeting and the December 28, 2015 special council meeting. All aldermen received a copy of the minutes, for their review, prior to the meeting. Motion by Alderman McComb Second by Alderman Brown Mayor called for a voice vote. All were in favor.

Motion Carried

Motion: To approve the accounts payable, register #611, #612, and #613 through January 12, 2016, accounts receivable through January 12, 2016 and payroll through January 12, 2016. All aldermen received a copy of the accounts payable, accounts receivable and payroll for their review, prior to the meeting.

Motion by Alderman McComb Second by Alderman Bratton Mayor called for a voice vote. All were in favor.

Motion Carried

|REQUESTs FROM THE FLOOR

Jim Stewart introduced Carl Hargraves, the new employee at the WWTP.

Alderman Bratton wanted it noted that Mr. Green from SPIN was not here tonight. Mayor Stephens stated he had run into Mr. Green at Kroger and Mr. Green had said he would not make it tonight.

Budget and Finance Committee meeting of December 28, 2015.

Motion: To approve paying Accounts Payable Register #610 through December 28, 2015.

Motion by Alderman Costa Second by Alderman Pierson Mayor Stephens called for a voice vote. All were in favor.

Motion carried

Motion: To approve moving forward with consulting a grant writer. Motion by Alderman McComb Second by Alderman Hughes Mayor Stephens called for a voice vote. All were in favor.

Motion carried.

Building and Grounds Committee meeting of December 28, 2015.

Alderman Brown informed the council that the youth center roof was leaking. Darrin has not had a change to look at it yet; if he has time he is capable of fixing it. Alderman McComb and Alderman Bratton were on the roof not long ago and it is rough and needs to be patched. Mr. Fry of the Park District indicated he had been informed it was leaking.

Motion: To approve the premise lease between the City and the Park District and the premise sub lease between the Park District and MYRC. Motion by Alderman Bratton Second by Alderman McComb Mayor Stephens called for a voice vote. All were in favor.

Motion Carried.

Public Safety Committee meeting of December 28, 2015.

Motion: To approve to surplus a 2000 and a 20002 Crown Vic. Motion by Alderman Bratton Seconded by Alderman McComb Mayor Stephens called for a voice vote. All were in favor.

Motion Carried

Motion: To approve to surplus a 400 hertz military generator. Motion by Alderman McComb Seconded by Alderman Hughes Mayor Stephens called for a voice vote. All were in favor. Motion Carried

Motion: To approve Chief of Police to surplus police cars and the Director of Information Technology to surplus computer equipment as they acquire new cars and new computer equipment and to revise our purchasing ordinance to bring in line with purchasing statutes, revisions as set forth in ordinance provided.

Motion by Alderman McComb Seconded by Alderman Pierson Mayor Stephens called for a voice vote. All were in favor.

Community Relations meeting of December 28, 2015

No action taken.

Public Improvement Committee meeting of December 28, 2015.

No action taken. Alderman McComb stated there were three or four Contractors biding on raising the road at the sewer plant. He also stated he had no information yet from Mrs. Kennedy regarding the property across from public works.

Public Works Committee meeting of December 28, 2015.

Motion: To approve the change order requests for the Wastewater Treatment Plant project as presented with the exception of #3. Motion by Alderman Bratton Second by Alderman Pierson Mayor Stephens called for a voice vote. All were in favor

Personnel Committee meeting of December 28, 2015.

Motion: To approve to release executive committee minutes of 8/24/15 and 11/23/15 and hold minutes of 5/26/15.

Motion by Alderman Pierson Second by Alderman Hughes Mayor Stephens called for a voice vote. All were in favor.

Motion Carried.

MAYOR'S REPORT

Mayor Stephens informed the council of the following:

1. Reminder, the Administration Office and Public Works Department will be closed on Monday, January 18, 2016 in observance of Dr. Martin Luther King Jr. Day.

2. Information for the Illinois Municipal League Annual Conference to be Held September 22"-24", 2016 is in your packets for consideration

There was a discussion regarding the approval of purchasing 603 Bridge Street from the Jackson County Tax Buyer for $638.00. People living there and no water and we can buy it and tear it down.

Motion: To approve the purchase of 603 Bridge Street from the Jackson county Tax Buyer for $638.00.

J.T. Blankenship to begin process to solicit bids for the new communication tower. Jim Stewart stated the money is taken Out of WWTP dollars. We had ear marked it; no new dollars needed.
