Kankakee County Board Meeting March 14, 2017

The meeting of the Kankakee County Board, Kankakee, Illinois, held on March 14, 2017, pursuant to the adjourned meeting of September 13, 2016, was called to order at 9:00 a.m., by the Chairman of the Board, Mr. Wheeler. Mr. Todd Sirois, County Board Member, delivered the invocation. The Pledge of Allegiance was recited. The following members were present:

Public Commentary -

Hopkins Park Mayor Mark Hodge, encouraged the board to approve the Intergovernmental Agreement between Pembroke Township, the Village of Hopkins Park and the County Sheriff for police services.

Rebecca Parks, Program Supervisor for Healthy Families and Aunt Martha's, asked for support of their programs to help stop child abuse and neglect.

Minutes of the Last Meeting

The minutes of the February 14, 2017 county board meeting were submitted to the County Board for approval. The reading of the minutes was waived. Mr. Washington, Jr. made a motion to accept the minutes from the February 14, 2017 county board meeting, with a second by Mr. Payton. Motion carried by a voice vote.

Claims Committee Report

A motion to adopt the claims reports from January 2017 was made by Mr. Byrne and seconded by Mr. Skutt. A motion to approve the claims reports from January 2017 was made by Mrs. Parker and seconded by Mr. Sirois. A roll call vote was taken with the motion passing 24 ayes to 0 nays. Motion carried.

The department reports were read and accepted on the motion of Mr. Tripp and seconded by Mr. Einfeldt. Motion carried by a voice vote.

Consent Agenda

The chairman removed the resolution Declaration and Disposal of Excess Surplus for the Jerome Combs Detention Center (7) to be brought back to the board next month. Mrs. Dunbar made the motion to adopt the consent agenda. Mr. Tholen seconded the motion. Mr. Clark, County Clerk, read the items into the record. Motion carried by voice vote.

Highway & Buildings

Mr. Washington, Jr. made a motion to waive the reading and adopt the Award of Bid for Public Highway Improvements (18). Mr. Ritter seconded the motion. A roll call vote was taken with the motion passing 24 ayes to 0 nays. Motion carried.

Finance

A resolution was read regarding Authorizing an Additional 1 Million Dollars of Inter-Fund Borrowing from County Highway Funds (19). Mr. Einfeldt made the motion to adopt the resolution. Mr. Payton seconded the motion. Mr. Wheeler explained the resolution. Mr. LaGesse inquired about the payment terms in paragraph four. Mr. LaGesse made a motion to amend paragraph four of the resolution to add 55% of the tax anticipation warrants would be paid in July. Mr. Washington, Jr. seconded the motion. Motion carried by voice vote. Mr. Skutt explained his opposition to this resolution because it did not include budget cuts. Mr. Johnson explained the need for this action was due to a cash flow problem, not a budgetary problem. Mr. Snipes wanted assurances that County Highway would be repaid. A roll call vote was taken with the motion passing 22 ayes to 2 nays. Motion carried.

There is one opening on the Limestone Fire Protection District 

There are eleven openings on the Kankakee County Regional Planning Commission 

There are four openings on the Kankakee County Zoning Board of Appeals 

There are two openings on the Kankakee County Historic Preservation Commission

OLD BUSINESS -

Mr. Wheeler explained an error that was corrected. Resolution #2017-02-14-167 (Appropriating Funds for a Bridge to be Constructed in Norton Township Road District) was changed to #2017-02-14-189 and Resolution #2017-02-14-168 (Authorizing the County Board Chairman to Sign Local Agency Agreement for Federal Participation and Appropriating Matching Tax Funds for Resurfacing County Highway 58) was changed to #2017-02-14-190.
