Village of Manteno Board met April 3.

Here is the minutes provided by the Board:

Roll Call

The meeting was called to order by the President, and upon the roll call being called, President Timothy O. Nugent, led those present in the Pledge of Allegiance.

Motion by Gesky, seconded by Phillips, to waive the reading of the minutes and approve the Regular Meeting minutes from March 20, 2017. Motion approved. Trustees Dole, Gesky, Boyce, and Phillips voted aye. Trustees Martin and Crockett were absent.

Mayor Nugent announced that if anybody was there to discuss the Daily Journal article about the Village building a 1.8 million dollar parking garage for golf carts it was an April Fool joke.

Reports of Village Officials:

Village President’s Report: Tim Nugent

• Motion by Dole, seconded by Boyce to approve the appointment of Al Swinford as the Public Safety Director for the first 60 days and then after Chief Thompson retires on June 2 Mr. Swinford becomes the Chief of Police. Motion approved 4-0. Clerk Blanchette swore Al

Swinford in as the public safety director. Mr. Swinford spoke to the Board thanking them for the appointment.

• President Nugent read a proclamation declaring April as Child Abuse Prevention Month.

Village Administrator’s Report: (Acting) Bernie Thompson

• From Sarah Marion, Event Coordinator. Easter Egg Hunt will be April 8 at 2 pm at Heritage Park for ages 0-9.

• The Community Clean up Event will be April 22. Still in need of volunteers.

• Adult Scavenger Hunt April 29 from 3-5

• First Farmers Market will be May 4

Committee Reports:

Public Works and Utilities- Boyce

• Consideration re: A motion to award the contract for the demolition of 106 North Oak Street to Patrick Ryan Inc, Bradley, IL at a cost of $7,860.00. (C-#1)

Parks and Recreation- Martin

▪ Absent- no report

• Public Safety and Health- Dole

• Ordinance 16-38, An Ordinance amending Article 4, Police Regulations, Chapter 1, Misdemeanor Code, Article 3, Offenses involving Public Order, Section 4-1-3-20, Disorderly Conduct/Fighting in Establishment Licenses to Sell Alcohol, of the Municipal Code for the Village of Manteno. This just adds fighting outside liquor establishments as well as inside. (B-#1)

• The next Public Safety meeting will be April 26, 2017.

• Lock up your valuables and report suspicious activity. Watch out for telephone scams.

• Golf cart registration will be coming up.

Planning and Zoning- Crockett

• The next Planning and Zoning Committee meeting is April 20 at 7 am.

• The next Planning and Zoning Commission meeting is April 11 at 6 pm.

Finance-Gesky

• Ordinance 16-39, An Ordinance amending Title 6, Public Ways and Property, Chapter 4, Sewerage System, Section 6-4-3, Rates and Charges, of the Village of Manteno Municipal Code. Clark Dietz did a study for the Village in 2011 and recommended this rate increase schedule to help maintain sewer. (B-#2) 

• Resolution 16-28, A Resolution authorizing the Village of Manteno’s participation in the Community Tourism Action Plan Program and Appropriating monies for Project Purposes. The Kankakee County Visitor Bureau will give the Village $10,000 to promote tourism if the Village makes a 20% match. As of yet it isn’t decided what the money will be used for. (B-#3) 

• Resolution 16-29, A Resolution of the Village of Manteno Receiving and Placing on file the Preliminary Budget for the Fiscal Year Period of May 1, 2017 through April 30, 2018 (4/30/18). It is a preliminary budget and it is balanced. (B-#4) • Payment of the bills in the amount of $255,144.92(Including TIF #1 of 4,760.00 & TIF #3 of $107.00) (D-#1)

• The next Finance meeting will be April 13 at 7 am.

General Government-Phillips

• None

Mayor Nugent read the items to be included on the Consent Agenda:

4. Resolution 16-29, receiving and placing on file the Preliminary Budget for the Fiscal Year Period of May 1,2017 through April 30, 2018 (4/30/2018).

Awarding of Bids and Authorization to Purchase: (C)

1. Consideration re: A motion to award the contract for the demolition of 106 North Oak Street to Patrick Ryan Inc, Bradley, IL at a cost of $7,860.00.

Financial Reports: (D)

1. Consideration re: Motion to approve payment of the bills in the amount of $255,144.92(Including TIF #1 bills of $4,760.00 & TIF #3 of $107.00) Motion by Phillips, seconded by Dole to approve a single role call vote on the question of passage of agenda items. Motion approved 4-0. Trustees Crockett and Martin were absent.

Motion by Gesky, seconded by Dole to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda. Motion approved 4-0. Trustees Martin and Crockett were absent.
