Bradley Public Library District Board of Trustees met May 17.

Here is the minutes as provided by the board:

President Bayer called the regular meeting of the Board of Trustees of Bradley Public


Library District to order at 6:00 p.m. Wednesday, May 17, 2017.

Present: Bayer, Grace, Rodgers, Benoit, Hendrickson and Richardson

Absent: none

Also present: J. DePatis, Director, J. Ponton, Recording Secretary and Andrew Fisher

Newly elected Trustee Benoit was sworn in by President Bayer.

Moved by Trustee Richardson, seconded by Trustee Hendrickson, to

elect Trustee Bayer to the position of president for a two year term.

With no other nominees or candidates, she was declared elected.

Newly re-elected President Bayer thereafter presided over the meeting.

Moved by Trustee Hendrickson, seconded by Trustee Benoit, to

elect Trustee Richardson to the position of vice president for a two year term.

With no other nominees or candidates, he was declared elected.

Moved by Trustee Rodgers, seconded by Trustee Bayer, to

elect Trustee Benoit to the position of secretary for a two year term.

With no other nominees or candidates, she was declared elected.

Moved by Trustee Bayer, seconded by Trustee Benoit, to

elect Trustee Hendrickson to the position of treasurer for a two year term.

With no other nominees or candidates, she was declared elected.

Standing Committee assignments are as follows:

Legal – Trustee Benoit and Trustee Rodgers

Buildings & Grounds – Trustee Richardson

Personnel & Salary – Trustee Hendrickson and Trustee Rodgers

Budget/Finance – Trustee Grace and Trustee Richardson

President Bayer will be on all committees

23 new readers were registered and 7,056 items were issued in April.

Receipts: $419.92 fines on overdue books - $328.00 – fax - $665.80 – copies – $172.96 –

lost/damage – $140.00 – fee cards - $75.00 – room rental – $10.00 – donation - $20.00 – other.

Expenses: $112.95

Director DePatis stated the following:

Technology:

ComCast completed upgrade of patron fiber from 15 Mbps to 100 Mbps for a lower

monthly price.

Completed erate forms requesting discounts for the fiscal year 2017-2018 for public and

staff internet. If approved, it will be an 80% discount.

Bid on and won 4 used computers from RAILS at either $50 or $75 a piece. These

computers a better than some of the computers presently being used at the library.

Legal:

Trustee Bayer completed work on another local records disposal request which was

submitted on April 20. Many items from the approved request earlier this year have been

disposed of. Trustee Bayer has also been taking all of the old minutes out of boxes and putting

them in binders for easier access.

Continuing Education:

Marie Cowden attended a RAILS sponsored notary class. She shared information learned

with our other 2 notaries, Olivia Koerner and Kathy Lake. Marie and Kathy’s notary status will

be renewed in the next month.

Annual Inspections:

F.E. Moran has completed sprinkler system inspection on April12, 2017 and no issues were

found.

Liberty Fire Protection completed fire extinguisher inspections in April as well.

HVAC cleaning and maintenance has been completed. One air conditioning unit was low

on coolant but otherwise in good condition.

Protection Associates will be performing fire and burglar alarm inspections in May.

Misc.:

Director DePatis attended PrairieCat delegates meeting via video conference on April 26.

A 5 year extension for Sierra platform from Innovative Interfaces, Inc was approved and

PrairieCat will move from hosting own servers to having Innovative Interfaces host them as is

the trend in the industry.

Completed ILLINET/OCLC services member agreement for fiscal year 2018 with the

Illinois State Library. This is a requirement of PrairieCat.

One Book One Community committee held their meeting at the Bradley Public Library on

April 24. Director DePatis is the chair and Olivia Koerner is a member along with 5 other

people from ONU, Manteno and Peotone.

Summer food program application has been submitted and Marie Cowden has already been

to training. Several more staff members will have training next week at the YMCA. Program

starts on June 5 and runs through August 18. Lunches will be served Monday through Friday

from 11:30AM to 1PM and breakfast will be served Tuesday and Thursday from 9AM to

9:30AM during the 6 week summer program. Mobile food pantry dates and times are set for

June 14 from 11:30AM to 1:30PM, July 12 from 5PM to &PM, and August 9 11:30AM to

1:30PM. Flyers went home with classes that have visited the library this month.

Completed 2017 Census of Government Survey of Public Employment and Payroll from

the US Department of Commerce.

FOIA and Open Meetings Act training will be held on June 28, 2017 at ONU for free.

Summer reading program for adults will begin on June 1, 2017. Children are signing up

now.

Committee Reports

The Friends of the Library met on May 10, at 6:30PM. Several special requests for funds were

received. One to fund a program for adults, called Organizing Your Craft Supplies and another request

for a button maker. Both requests were approved for funding. The friends will once again be holding

the summer reading program raffle. Next meeting will be held on July 12, 2017 at 4PM.

Legal Committee met at 5:30PM this evening to complete the discussion of the trustee responsibilities

and expectations for a new board member.

add the Board of Trustees general information sheet of board member expectations to the Board of

Trustees binder.

Unfinished Business:

The Bradley Public Library has an opening for a 6 year term trustee position. Trustee position

will be appointed for a 2 year period but appointed trustee will need to run for the remaining 4

year.

New Business:

2016 tax rate and extension report was distributed to each trustee for review.

Moved by Trustee Rodgers, seconded by Trustee Grace to

set the non-resident card fee for the fiscal year of 2017 – 2018 at $140.00

beginning July 1, 2017.

Moved by Trustee Hendrickson, seconded by Trustee Richardson to

adopt the Bradley Public Library District Prevailing Wage Ordinance No. 17-01

Motion carried by roll call vote of 6 ayes, 0 nays and 0 absent

Director DePatis distributed an article on “The Fight For Library Funding Is On In The

US Senate” and asked each trustee to read the article about pending legislation that is affecting

libraries.

Director DePatis stated that 3 trees need to be taken down due to the fact that they are rubbing on the

roof of the building which is going to cause damage. Director DePatis will be getting a bid to remove

these trees.

Moved by Trustee Rodgers, seconded by Trustee Benoit to

close the Bradley Public Library on July 3, 2017

Motion carried; all in favor

American Library Association Annual Meeting exhibit will be held at McCormick Place on August 24

and 25. RAILS will be giving out free passes. If trustees would like to attend, they are to let Director

DePatis know and she will obtain tickets for them.

Finance committee budget meeting will be held on June 21 at 5:00PM with a tentative backup date of

July 6, 2017 at 5:00PM.

Trustee Hendrickson moved for adjournment at 7:00PM
