Village of Bradley Village Board met June 26.

Here is the minutes as provided by the board:

Call to Order


 The regular meeting of the Bradley Village Board was called to order on Monday, June 26, 2017 at 6:30 p.m. at the Bradley Municipal Hall. President Adams presided Roll call: Trustee Balthazor, Redmond, Gadbois, Watson, Dugan-Roof and Barber. All Trustees were present.

Agenda

o Mayor added 13 B Utilities & Expansion Committee report 

o Trustee Watson added 14 A. Unfinished Business

A motion was made with the changes by Trustee Watson and seconded by Trustee Gadbois to approve the agenda. (6 ayes 0 nays) Motion carried

Presentation of Minutes

 A motion was made by Trustee Balthazor and seconded by Trustee Redmond to approve the minutes of the Regular Board meeting dated June 12, 2017 as printed as presented. (6 ayes 0 nays) Motion carried

Presentation of Communications

o Bradley Lions Presentation no one was present 

o Quasquicentennial update - Gail Schultz noted that the 125th year celebration will be on August 18 & 19, 2017. She would like permission to close Broadway from 6 pm 8/18/17 through 8/19/17 from Michigan to Wabash. Also Wabash to Center on 8/19/17 9 am to 3 pm additional areas maybe requested depending on Vendors response and the Police Traffic plan. 

A motion was made to adopt the request for street closings for the Quasquicentennial by Trustee Watson and seconded by Trustee Gadbois. (6 ayes 0 nays) Motion carried

Mayor added the Village has entered into a 3-year agreement with NIMEC for the street lighting on Broadway 3.1 cent per kilowatt hours.

Mayor noted that the Municipal Aggregation at this time has been looked into it is not favorable for the residence because the ComEd rate is lower than the aggregation rate would be. Therefore, we will be going back to ComEd.

Report of Village Officers and Department Heads Police Department 

Chief Johnston gave the report for May 2017.

o 2918 calls for service 

o 160 case reports 

o 545 citations 

o 101 Arrests - Adult 

o 17 Arrests - Juvenile

National Night Out is Tuesday, August 1, 2017 at Perry Farm from 4:00 to 9:00 pm.

Trustee Gadbois had questions concerning a resident that was at the last meeting regarding concerns at Blatt Park. Chief noted have added extra patrol at the park.

Fire Department 

Chief Travis was absent. Mayor gave the Fire Department report for the month of May 2017. Emergency responses.

Public Relations - on May 3, 2017 five Bradley Fire Department personnel spoke to the 7th & 8th graders during career day at Bradley Central School. 

May 6, 2017 the on duty ambulance and engine crew participated in the Shop Small on Broadway event. The crew took blood pressures, passed out fire safety pamphlets and gave children tours of truck 47.

Presentation of Bills and Accounts

 A motion was made by Trustee Dugan-Roof and seconded by Trustee Gadbois to pay all bills and accounts by recommendation of the Finance Committee. (6 ayes 0 nays) Motion carried

Report of Special Committees 

Planning & Zoning Commission - Chairman Smith was absent. Ryland Gagnon noted the Commission had a Special meeting on Tuesday, June 20, 2017. The Special Zoning meeting was called due to a request from Adventure Christian Church to rezone the property known as 70 Ken Hayes Drive from a B-3 to a B-2. A motion to approve finding of the fact in section 60-233 of the Village code, subsections 1-5 rezoning of 70 Ken Hayes Drive from B-3 to a B-2 

Commercial District 7-0 vote. They closed the hearing for the rezoning. Re-opened the hearing on a request for a Special Use permit for Adventure Christian Church to relocate. The Special Use was found under Section 60-399(2) of the zoning Village code, subsections 1-d. 7-0 vote. 

A motion was made to approve the Planning & Zoning Commission report by Trustee Gadbois and seconded by Trustee Redmond (6 ayes 0 nays) Motion carried

Report of Standing Committees

Ordinance & Technology

1. O-l-17-1 an Ordinance leasing Village-owned Real Property to the Kankakee River Metropolitan Agency for a term of Ninety-Nine Years. (tabled)

2. O-6-17-2 an Ordinance regarding Employee Salaries (2" reading) It was noted all Salaries were listed with the exception of the Deputy Chief A motion was made by Trustee Balthazor and seconded by Trustee Gadbois to vote on the Ordinance with the stipulation the salary for the Deputy Chief will be put into the Ordinance. (6 ayes 0 nays) Motion carried 

Trustee Watson asked the length of Salary schedules. Mayor noted they are passed every year. Trustee Barber had questions about the paralegal it was noted he is now in the Union with a title of paralegal/records clerk.

Utilities & Expansion Committee Report

The Committee met on Thursday, June 15, 2017 at 5:30. Members present were Watson, Redmond & Barber also present on behalf of the Village was Attorney Michael Hopkins. Public Comment by Chuck Burke regarding the drop in revenue from the Ehlers study. After review of the questions and answers it was recommended to ask for additional input from all Trustee of the Committee of the Whole and any other recommendations.

Unfinished Business 

Trustee Watson had some questions regarding the Air Burner agreement we entered into. It was noted that we are in the process of getting burn permits from all entities that are entered into this agreement. Once the permits are secured we will then write up the Intergovernmental Agreement.

Trustee Watson had a question regarding Broadway restriping. The Village Engineer met with the company that did the restriping, they agreed to do it over again but they wanted their $4000.00 retainage back and for the Village to sign off on it. That was not acceptable so the Engineer was going back to the owner of the business to see what could be done. It was also noted that the County said that they would do the E/W striping which would be the longitudinal striping at a cost from $4000 to $5000.

New Business

Police car purchase (budgeted) 

Police have in the budget to buy three vehicles $120,000. Chief Johnston noted They can get three cars locally from Court Street Ford at a cost of $83,967.00 It will cost an additional $30,204.00 to equip them for a total cost of $114,171.00 which is $5821.00 under the budget figure. 

A motion was made to purchase the squad cars by Trustee Dugan-Roof and seconded by Trustee Gadbois (6 ayes 0 nays) Motion carried

RFQ's to Engineers for ITEP - Grant to continue the path from the Mall to Larry Power Road have to have 3 Engineering Companies bid on it. Piggish, MG2A and Cornerstone. 

R-6-17-1 a Resolution authorizing an Intergovernmental Agreement between the Village of Bradley Kankakee County, Illinois, and the Kankakee River Metropolitan Agency for the Purpose of road repair. 

A motion was made to adopt R-6-17-1 by Trustee Balthazor and seconded by Trustee Redmond (6 ayes 0 nays) Motion carried

R-6-17-2 a Resolution authorizing the Execution of a parking regulations enforcement Agreement between the Village of Bradley and Langham Creek Partners LP (Village Square) 

A motion was made to adopt R-6-17-2 by Trustee Balthazor and seconded by Trustee Redmond (6 ayes 0 nays) Motion carried

Mayor expressed a need for an Executive Session 5ILCS 120 (2) (c) 1.2 & 3 to consider the appointment, employment compensation, discipline, performance or dismissal of specific employee(s) and Collective Bargaining. The consideration to purchase, lease or acquire specific Real Estate property or for the probable or imminent and pending litigation and also to disclose Executive Session minutes

Into Executive Session 7:10 p.m.

A motion to go into Executive Session by Trustee Dugan-Roof and seconded by Trustee Watson (6 ayes 0 nays) Motion carried

Back in Regular Session at 8:59 p.m.

R-6-17-3 a Resolution authorizing the Release of certain Closed Session minutes. A motion was made to adopt R-6-17-3 by Trustee Watson and seconded by Trustee Balthazor (6 ayes 0 nays) Motion carried

Police Department grievance 

A motion was put on the floor to deny the grievance 

3 ayes - Trustee Balthazor, Gadbois & Dugan-Roof 

3 nays - Trustee Redmond, Watson & Barber 

Mayor voted yes motion passed on a (4 ayes 3 nays)

Mayoral appointment for the Public Works Director - his appointee is Terrence J. Memenga A motion to accept the Mayor's appointment was made by Trustee Gadbois and seconded by Trustee Dugan-Roof (6 ayes 0 nays) Motion carried

Adjournment

A motion was made by Trustee Balthazor and seconded by Trustee Watson to adjourn the meeting. The meeting was adjourned at 9:03 p.m. on a unanimous aye vote.
