Employees at Iroquois County Communications (ICOM), a public body that provides dispatch services for area emergency units, could receive a bonus even if they earn poor evaluations, according the Edgar County Watchdogs (ECW).
The group posted an item from the minutes of a recent ICOM board meeting, which focused on the organization’s evaluation process. In addition to passing a move to purchase evaluation software, the board heard a motion from member Jed Beaupre on evaluation bonuses.
“Beaupre made a motion that a bonus for evaluations should be given at the discretion of the Director – $50 for poor performance, $75 for meet expectations and $100 for exceed expectations,” the minutes read. “[Board Member Bill Stanley] seconded the motion. All members voted ‘aye.’”

ECW co-founder Kirk Allen, who wrote the report for the group’s Illinois Leaks website, took issue with the fact that employees rated as performing poorly would receive a bonus and that the board approved the motion.
