Village of Manteno Public Works Committee met August 29.

Trustee Boyce called the meeting to order at 7:00 a.m.

Motion: A motion by Mayor Nugent, second by Trustee Dole, to approve the minutes from the July 25, 2017 meeting. Voice vote: Ayes - Boyce, Crockett, Dole, Gesky, Martin, Phillips and Nugent. No nays. Motion approved.

Discussion Items:

• Second Street Update

The asphalt is completed with the stripping being completed today. The lighting system that will hang over Second Street will not be installed until after Oktoberfest due to the length of time required to obtain the equipment. The regular street lights will be operational. Tenco has offered to bring in temporary lighting for Oktoberfest. There have been some ponding spots in the stamped area. The contractor will address those areas. The village does have the list of plants and trees for the landscaping areas. Mr. Hanley will go over the list with Trustee Martin. It was suggested to look at adding bronze colored railing to accent some of the areas. Mr. Hanley will look into the use of the railing.

• South Swale Project

The project has been started with some of the storm sewer lines installed east of Walnut Street. The contractor will start staking the path from east to west.

• North Swale Project

Mr. Aggen stated he is still waiting on ComEd. Mayor Nugent will contact Scott Bertrand, who is with ComEd.

• Dump Truck Replacement:

The bids will be opened on August 30th. Mr. Hanley has been told that International does have the state bid. Mr. Hanley will also look at their prices.

• WPCC Sale Update:

Mayor Nugent gave a brief update. The Village Attorney communicated with American Water that the Village has chosen to negotiate with Aqua Illinois. The Village Board approved that process at their regular board meeting on August 21st. A meeting with Aqua was held on August 25th to start negotiations. Aqua is also interested in purchasing both of the village’s Vac-Trucks. There are two hurdles that the Village and Aqua will need to deal with. The first one is the KRMA Agreement. The City of Kankakee must approve the signing over of the agreement to Aqua. The Mayor has a meeting set with the Mayor of Kankakee to discuss the issue. The second issue is that Aqua has stated that in the past ICC has been reluctant to use a preapproved rate schedule. Aqua will work with the ICC to incorporate the rate schedule approved by the village board into the sale of the system. An informational meeting will be scheduled in the next 60 days for our residents. Closing date is hoped to be close to 5/1/2018.

Aqua has agreed to shut off water during a 90 day window after the closing on those residents who do not pay their final sewer bill from the village.

• Stop Signs

The Public Works Department received two requests to place stop signs at the intersection of Elm and Adams and at Longfellow and Jefferson. Approval of the signs will be on the agenda for the September 5th board meeting.

• Gravelle Liquor/Gaming License

Mr. Jim Gravelle, owner of Manteno Laundry and Dry Cleaning, is interested in obtaining a café liquor license, so that he can have gaming machines within the laundromat. The board members are not interested in changing the number of permits that are allowed. Mr. LaRocque will tell Mr. Gravelle that there is not support for his idea.

Trustee Dole exited the meeting at 7:57 a.m.

• Misc.

o An anonymous business owner has donated sod for Heritage Park.

o Public Works personnel will work on getting the parks and Main Street Plaza manicured before Oktoberfest.

o The owner of the Pub would like to offer some outdoor dining along the alley, but the landscaping needs to be trimmed.

o Work is continuing on the Rock Creek Park

o The contract with the Operators #150 is still in negotiations. The next negotiation meeting has not been scheduled.

Motion by Trustee Boyce, second by Mayor Nugent to adjourn meeting at 8:02 a.m. Voice vote: all ayes, no nays.
