Momence City Council met Oct. 2.

Here is the minutes provided by the Council:

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Mayor Chuck Steele called the meeting to order.

ROLL CALL

Roll was called by the Clerk with Aldermen Salomone, Metz, Clark, Rehmer, Cook, Temple and Cope. Also present was Mayor Steele. Alderman Navratil was absent.

City Clerk swore in Kenneth Strunk as the new Police Lieutenant of Momence.

APPROVAL OF PREVIOUS MEETING MINUTES

Alderman Cook made a motion to approve the minutes of the September 18, 2017 council meeting with the corrections of Alderman Rehmer’s request for executive session to discussing of personal. Also, removing the collective bargaining for the new LT from the executive. Corrections made. Alderman Rehmer seconded the motion with Aldermen Salomone, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

APPROVAL OF THE BILLS

The bills were discussed at tonight's Budget and Finance Committee Meeting. Alderman Salomone made a motion to approve the bills for payment with modification of reclassifying downtown area IT maintenance expense to accounts 10-51-70-15 and Casanova Assoc. from new construction to repairs, account 30-31-89-12. Alderman Metz seconded the motion with Aldermen Salomone, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

CITIZEN FORUM

1. Joseph Cainkar – Presentation on Intergovernmental Agreement with Kankakee County Visitors Bureau will be contacting Stewart Diamond to discuss. Mayor states that info was submitted to Stuart Diamond for review, indicates this is not a good agreement. Council states to wait to see what Kankakee is going to do with the agreement prior to making a decision. Joseph Cainkar will be contacting Stuart Diamond to discuss concerns, will return for the next council meeting.

ALDERMANIC REPORTS

1. Rebekah Cope- Discuss and Vote on amending Ordinance for Payment to the Treasurer Ordinance – adjustments have been made. questions on salary, tabled until next meeting.

2. Rebekah Cope – Discuss and Vote on Resolution for Easement property for VanDrunen Farms tabled for next meeting. Setting Ordinance meeting for October 16, 7PM inviting Local Improvement to discuss downtown ordinances.

3. Rebekah Cope- Discuss Little Food Pantry considered building a new cabinet, will be purchasing supplies have a volunteer to donate time for building.

4. Jake Salomone – Discuss and Vote on Budget. $4239277.69 revenue/$4237945.00 expenses leaving a surplus of $1332.69 Alderman Salomone made motion to approve, Alderman Metz seconded the motion. Alderman Salomone, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes. Budget meeting set for October 16 7:15 PM

5. John Rehmer - police department has submitted a list of code enforcement activities. Alderman Salomone submitted a request to police department, issue addressed same day, pleased with the outcome.

6. Nova Metz – executive session meeting minutes to have released to the public. Ordinance indicates to have completed every 3 months. Clerk to have sent out for review prior to October 16 meeting.

Department heads Chief Brucato – Baker and Taylor donated to the police department, purchasing medical/tactical bags for the certified officers for Narcan. Charles Novaro, business owner in town, donating weights/treadmill/elliptical/punching bags for the officers to work out on their time at the police department.

Treasurer report – working on the treasurer report, coming due to send to the county. Meeting with the auditors on Wednesday, October 11.

MAYORAL REPORT

1. Discuss and vote on Intergovernmental Agreement with Kankakee County Visitors Bureau

2. Discuss and vote on Resolution for – Kankakee County Visitors Bureau

3. Discuss Private Wells, Groundwater, and Potable Water Ordinance looking to require everyone to hook up to the city water. Homeowner would have 2 years to have the work completed. Needed more as a safety issue. Alderman Cook requested to input a statement into the ordinance, if creates a hardship the city could issue an extension.

4. Requesting an executive session contractual not to come out to do business. Requested Chief Brucato to stay for executive session. Alderman Cook made motion to leave council meeting and enter executive session. Alderman Metz seconded the motion. Alderman Salomone, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

8:20 PM exited council meeting for executive session.

9:14 PM motion re-enter regular session made by Alderman Cook, Alderman Salomone seconded the motion. Alderman Salomone, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Alderman Cook made motion to adjourn regular session, Alderman Metz seconded the motion. Alderman Salomone, Metz, Clark, Rehmer, Cook, Temple and Cope all voting yes

Meeting adjourned at 9:14 P.M.
