Village of Bourbonnais Community and Economic Development Committee met October 19.

Village of Bourbonnais Community and Economic Development Committee met Oct. 19.

Here is the minutes provided by the Committee:

1.ROLL CALL:

Present for roll call was Mayor Paul Schore, Trustee Keast, Trustee King, Trustee Fischer, Trustee Littrell, Village Treasurer Riebe, Village Administrator Van Mill, Assistant Administrator Wimberly, Building Commissioner Senesac, Village Attorney Dunn and Finance Director Wolf. Absent is Trustee Greenlee and Trustee Serafini.

2. APPROVAL OF MINUTES:

A motion was made by Trustee Fischer and seconded by Trustee Littrell to approve the minutes from September 13, 2017 as presented. Motion passed on a voice vote of 4-0.

3. OTHER BUSINESS:

a. Apartment Moratorium

Village Administrator Van Mill gave a brief history on the current multi-family housing moratorium which dates back to 2000. (See memo attached.) Committee discussed possible updates to moratorium. Village Attorney Dunn will make Some proposed changes for future consideration.

b. New Hire

Building Commissioner Senesac announced that a new Code Enforcement Officer, Eric Cyr will start with the Village on October 30, 2017. He will train with Paul Hafner (current CEO) for approximately three weeks, before Paul begins work as Building Inspector when Lindell Altenberger retires in December 2017. Eric Cyr has agreed to obtain his Property and Housing Inspector certification within 6 months of his start date.

c. Community Open House (Bourbonnais Zoning)

Assistant Administrator Wimberly announced that there are two open houses Scheduled:

o Community Open House-10/25/17 from 6:00pm-8:00pm in the Municipal Center Community Room.

o Zoning Open House-11/1/17 starting at 5:30pm in the Municipal Center Board Room.

o Trunk or Treat event at Court Street Ford 10/30/17 at 5:00pm-7:30pm

d. Contractor Licensing

Trustee Keast discussed the possibility of teaming up with Village of Bradley to establish a registry for licensing of Contractors. Committee took the information under consideration.

4. OLD BUSINESS: None.

5. NEW BUSINESS:

a TEP Grant

There will be a public hearing held on November 6 to discuss the ITEP Grant proposal being submitted by Tyson Engineering in support of the Bike Path grant (from Bethel to Liberty School).

b. Pond Signs by Cobblestone

Trustee Littrell clarified who was responsible for maintenance around the pond. Assistant Administrator Wimberly confirmed the property is owned by the Village of Bourbonnais.

6. PUBLIC COMMENTS: None.

7. ADJOURNMENT AND TIME

A motion was made by Trustee Fischer and seconded by Trustee King to adjourn, the committee meeting. Motion passed on a voice vote of 4-0 and the meeting adjourned at 5:01 p.m.
