Village of Manteno Board of Trustees met November 6.

The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance led President Nugent.

Motion by Phillips, seconded by Dole, to waive the reading of the minutes and approve the Committee of the Whole Meeting minutes from October 16, 2017 and the Regular Meeting minutes of October 16, 2017. Motion approved: 5-0. Trustee Gesky abstained from the vote.

Public Participation: None

Reports of Village Officials:

Village President’s Report: Timothy Nugent

• Presentation by Chief Swinford to Sgt Michael Berns for 20 years of service with the Manteno Police Department.

• A Certification of Appreciation was presented to R.J. Haines, Coach of the Manteno High School Football team. During the football game between Manteno and Reed Custer, Coach Haines helped facilitate a touch down for a special needs student with Reed Custer football team. Mr. Haines was honored for his compassion, caring and respect for another player.

• Sarah Marion, Executive Director of the Manteno Chamber of Commerce, presented donations to the Manteno Public Works Department, the Manteno Police Department, the Manteno Auxiliary Police and the Manteno Fire Department.

• Ms. Marion announced upcoming dates of events:

o Business Before Hours – Plochman’s – 11/7/17 @ 7:30 a.m.

o Lunch & Learn – Darla’s Café – 11/9/17

o Santa on the Square – 12/2/17

• Resolution17-09 – A Resolution Supporting the Bicentennial Celebrations. (B-#1)

Village Administrator’s Report: Chris LaRocque:

• No items Committee Reports:

Public Works and Utilities- Boyce:

• Resolution 17-12 – A Resolution of the Village of Manteno approving a Collective Bargaining Agreement between the Village of Manteno and International Union of Operating Engineers, Local 150 for the period of May 1, 2017 through April 30, 2021. (B- #4). The same pay raises as the FOP Union received are part of this agreement.

• Next Public Works Committee meeting is scheduled for Tuesday, November 28th at 7:00 am in the Village Hall Conference Room. Parks and Recreation- Martin

▪ Resolution 17-13 – A Resolution approving a Professional Services Agreement with Hitchcock Design Group, Naperville, IL, for Preliminary Design Services for Phase 2 of the Square on Second Street for a cost not to exceed $15,650.00 (B-#5). The agreement will allow Hitchcock to design and give costs of potential ideas for the Square on Second.

▪ Next Parks and Recreation Commission meeting will be March 21, 2018, meeting at the Village Board Room at 7:00pm.

▪ Thanks to the Parks & Recreation Commission members who have helped with the designing and planning of our parks this year.

Public Safety and Health- Dole:

• Trustee Dole offered the following safety tips:

o Remember to lock your car every night to prevent a burglary.

o With time change, remember to change the batteries in your smoke and carbon monoxide detectors

o Check filters and vent pipe on clothes dryers

o Promote safety and if there is an emergency call 911.

o The Manteno Fire Department will do a free home safety check.

• The next Public Safety Committee meeting will be on November 22nd @ 7:00 am in the Village Hall Conference Room.

Planning and Zoning- Crockett:

• Resolution 17-11 – A requesting an IDOT Permit for 707 North Locust Street. (B-#3). As part of the redevelopment of this property the entrance onto Route 50 has been reconstructed. IDOT requires this permit.

• Resolution 17-14 – A Resolution approving the Final Plat of Subdivision for Eagles Landing Phase Four (partial). (B-#7) The recommendation for the approval of the Final Plat was given by the Plan Commission. The Village Engineer has also recommended the approval. The lots are all single family.

• The next Plan Commission is scheduled for November 14th at 6:00 pm in the Village Board Room.

• The next Planning and Zoning Committee meeting is scheduled for November 16th at 7:00 am in the Village Hall Conference Room.

Finance-Gesky:

• Resolution 17-10 – A Resolution for the Village of Manteno for the Preliminary Determination of Rate for the 2017 Tax Levy. (B-#2) This is an annual requirement. A Public Hearing will be held on December 4th for the Tax Levy. The 2017 tax levy increased 1.76% over the 2016 tax levy.

• Ordinance 17-21 – An Ordinance approving a Redevelopment Agreement between the Village of Manteno and Cart & Driver Inc. for the development of property located within the Manteno Central Business TIF District No. 1. (B-#6) This agreement is with Rob and Rhonda Kinstner for a rebate of a portion of the sales and property taxes.

• Payment of the bills in the amount of $213,164.62 (Including TIF #1 bills of $3,520.88)

• Bills Authorized and Paid between Board Cycle $139,695.15.

• The next Finance meeting is scheduled for November 8th at 7:00am in the Village Hall conference room.

General Government-Phillips:

• No old or new business.

Motion by Martin, seconded by Dole to approve a single roll call vote on the question of passage of agenda items. Motion approved 6-0.

Motion by Crockett, seconded by Phillips to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda. Motion approved 6-0.

Comments:

Trustee Boyce: It was nice to see the positive examples that came from the Manteno High School Football coaches and team.

Trustee Martin: None

Trustee Dole: Congratulations to Sgt. Berns on his 20 years with the Manteno Police Department.

Trustee Crockett: Congratulations to Coach Haines and to Sgt. Berns

Trustee Gesky: Congratulations also to Coach Haines and to Sgt. Berns.

Trustee Phillips: Same as Trustee Gesky.

Mayor Nugent: Our thoughts and prayers are with our Village Clerk, Alisa Blanchette.

Motion by Crockett, seconded by Martin to adjourn the meeting at 7:32 pm. Motion approved 6-0.
