Village of Bourbonnais Board of Trustees met October 16.

Call To Order: The meeting was called to order at 5:30 p.m. by Village President Paul Schore. The Pledge of Allegiance was led by Jessa Johnston from Mrs. Brammer's class at LeVasseur School.
1. Roll Call: Village Clerk Brian Simeur called the roll with the following Trustees present: Trustee Bruce Greenlee, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell and Trustee Angie Serafini. Also in attendance were Village Treasurer Ron Riebe, Village Attorney Pat Dunn and Village Administrator Van Mill. Absent was Trustee Rick Fischer.
2. Approval Of Minutes: Motion made by Trustee Greenlee and seconded by Trustee King to suspend the reading and approve the Regular Board Meeting Minutes from October 2, 2017. Motion passed on a voice vote of 5-0.
3. Reports From Commissions And Advisory Boards: None.

Motion made by Trustee Greenlee and seconded by Trustee Keast to approve the bills as presented.

Ordinance No. 17-2077 (An Ordinance of the Village Board of the Village of Bourbonnais, Illinois, Adopting a Business District Plan Relating to an Area Within the Village; Making Findings of Fact with Respect to such Area; Designating and Establishing a Business District for such Area Pursuant to the Business District Development and Redevelopment Law; Authorizing the Imposition and Collection of Taxes within such Business District; Providing for Further Authority; Establishing an Effective Date and Other Related Matters). First Reading
b. Ordinance No. 17-2078 (An Ordinance Establishing A Business District Tax Allocation Fund For The Area). First Reading
Following the first reading of the ordinances by Village Clerk Brian Simeur, Gene Norber with Economic Development Resources, the consulting firm hired to help the Village create the business district, gave an overview of the ordinances, the process and the business district plan.
•Trustee Keast noted that 763 building permits have been issued this year.

a. Resolution No. 17-1285 (A Resolution Approving and Authorizing an Intergovernmental Agreement For The Purpose Of Joint Ownership and Operation of a Model T-300 Trailer Mounted Air Curtain Trench Burner).
Motion was made by Trustee King and seconded by Trustee Keast to read said resolution by title only. Motion passed on a voice vote of 5-0.
Village Administrator Van Mill explained what this resolution is for and a motion was made by Trustee King and seconded by Trustee Keast to adopt said resolution.

Trustee King reported on the following:
•Drainage ditches and detention pond cleanup is ongoing.
•The last round of brush pick up will start next week.
•Snow plows are being prepped for the season.
•Holiday decoration displays have been set up around the Village.
•Last round of mowing is happening this week.
11. Utility Committee:

а. Ordinance No. 17-2079 (An Ordinance Approving a Change Order to a Contract with Kankakee Valley Construction for an island Crossover improvements at Trotters Chase) First Reading
Following first reading by Village Clerk Simeur, a motion was made by Trustee Keast and seconded by Trustee King to suspend the rules and have the second reading of said ordinance tonight. Motion passed on a voice vote of 5-0.
Motion was made by Trustee Littrell and seconded by Trustee Keast to read said ordinance by title only. Motion passed on a voice vote of 5-0.
Mayor Schore gave an overview of the need for said ordinance and then a motion was made by Trustee Littrell and seconded by Trustee King to adopt said ordinance.

Motion passed on a vote of 5-0-1.

Request for a motion to hold a closed meeting to discuss the minutes of meetings lawfully closed under the Illinois Open Meetings Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes pursuant to Section 2.06 of the Act as allowed by 5 LCS 120/2 (c) (21) with no final action to be taken in closed session or after reopening into regular SGSSTO
A motion was made by Trustee Keast and seconded by Trustee Littrell to go into executive session to discuss semi-annual review of Executive Session minutes with no action to be taken. Motion passed on a voice vote of 5-0.
15. Village President's Report:

Mayor Schore reported on the following:
•Gas line work along Route 102 is continuing.
•The pipeline at River Front Park is being buried and is progressing.
•Community Open House on October 25, 2017 will be held from 6:00 - 8:00 pm.
•Planning 8i Zoning Open House on November 1, 2017, will start at 5:30 pm.

A motion was made by Trustee Keast and seconded by Trustee Littrell to move the board into closed session. Motion passed on a voice vote of 5-0.
A motion was made by Trustee King and seconded by Trustee Keast to return to the Regular Board Meeting. Motion passed on a voice vote of 5-0.

A motion was made by Trustee King and seconded by Trustee Keast to adjourn the regular board meeting. Motion passed on a voice vote of 5-0 and the meeting adjourned at 6:10 p.m.
