Momence City Council met November 20.

Here is the minutes provided by the Council:

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 N. Dixie Highway, Momence. Mayor Chuck Steele called the meeting to order.

Roll Call:

Roll was called by the Clerk with Aldermen Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope. Also present was Mayor Steele.

Approval Of Previous Meeting Minutes:

Alderman Clark made a motion to approve the minutes of the November 6, 2017 council meeting. Alderman Salomone seconded the motion with Aldermen Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Approval Of The Bills:

The bills were discussed at tonight's Budget and Finance Committee Meeting. Alderman Salomone made a motion to approve the bills for payment. Alderman Metz seconded the motion with Aldermen Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Citizen Forum- James Hess states John Bloomquist came to the council asked for a package liquor license to compete with other gas stations in the area. He was declined, stating no liquor license available, to close to the church. Mr. Hess asking for the liquor license to be put on hold until the new station is built. The package good license will be issued, the pouring license is in question.

Old business – Alderman Cope states the neighbors are against the gaming/pouring license.

Alderman Temple – had negative feedback against pouring

Alderman Rehmer – negative feedback from residents on pouring

Alderman Clark – negative feedback from residents on pouring

Alderman Metz – negative and positive feedback from residents on pouring

Alderman Salomone – negative feedback from residents on pouring

Aldermanic Reports:

1. Rebekah Cope – Discuss and Vote on Amending City Code General Penalties Ordinance 833 Alderman Cope made motion to approve, Alderman Cook seconded the motion. Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

2. Rebekah Cope – Discuss and Vote on Amending City Code to Regulate Noise Ordinance 834 Alderman Cope made motion, Alderman Rehmer seconded the motion. Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

3. Rebekah Cope – Discuss and Vote on Amending City Code to Regulate Panhandling Ordinance 835 Alderman Cope made motion to approve, Alderman Cook seconded the motion. Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

4. Rebekah Cope – Discuss and Vote on Amending City code to Regulate Vehicle Seizure and Impoundment Ordinance 836 Alderman Cope made motion to approve, Alderman Metz seconded the motion. Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

5. Rebekah Cope – Discuss and Vote on Amending City Code Failing to Number Buildings or Structures Ordinance 837 Alderman Cope made motion to approve, Alderman Temple seconded the motion, Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

6. Cope – food pantry is completed, will be installed in the next couple of days

7. Jake Salomone – Tax Levy 2017/2018 has been published

8. Jake Salomone – Discuss and Vote on Annual Abatement Ordinance 838 Alderman Salomone made motion to approve Ordinance 838, Alderman Cook seconded the motion. Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes. Budget and Finance meeting set for December 4, 7:15pm.

9. John Rehmer – Discuss and vote on matters from Police Committee Meeting Alderman Rehmer made a motion to approve to hire Officer Demagio as a full-time officer. Alderman Cook seconded the motion with Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes. Effective date will be November 22. Also, semi portable basketball hoops set up at the edge of the street/on the street maybe should be regulated to not be on the street. Kids are not moving for oncoming traffic. Chief is stating that other communities have ordinances stating no basketball on the street. Chief is stating that an ordinance can be created for this issue

10. Metz – City Christmas party December 8 or December 15, both Fridays are available at Sammy’s. December 8 will be the party 6:30pm

Department heads Chief Brucato is stating that Officer Malloy will be released from the hospital this week. Scott Behrends leaves are still being picked up, truck is out every day. Problem with residents putting leaving into the streets, need to be kept on the edge of the yard.

Treasurer report – in contact with Municipal Bank about the transfer of the general fund, should have a comparison in January. Auditors are coming.

Mayoral Report:

Discuss and vote on Liability and Work Comp Insurance Renewal huge increase, 51000.00. George Ryan with Travelers, will show big savings. $117224.00 general liability $72168.00 work comp. Alderman Cook made motion to approve, Alderman Rehmer seconded the motion. Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes. This will go into effect 12-01-17

Mayor Steele requested to enter executive session to discuss employment compensation of specific employee of the public body possibly to come out and do business. Alderman Cook made motion to enter into executive session, Alderman Metz seconded the motion. Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes. Scot Behrends and Mark Nelson were both asked to stay for the executive session.

Left for executive session at 8:01 p.m.

Alderman Metz made motion to re-enter regular session, Alderman Salomone seconded the motion. Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Re-entered regular session at 8:18 pm

Alderman Metz made motion to approve the hiring of two new employees pending their approval. Alderman Cook seconded the motion. Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Alderman Cook made motion to adjourn, Alderman Rehmer seconded the motion. Alderman Salomone, Navratil, Metz, Clark, Rehmer, Cook, Temple and Cope voting yes.

Meeting adjourned at 8:20 p.m.
