Call to Order and Roll Call


The Board of Education of Cissna Park Community Unit District #6 was called to order at 7:00 p.m. by President Bud Petry, with the following Board members and administrators present: Mrs. Ashleigh Verkler; Mr. Jason Edelman; Mr. Brent Neukomm; Mr. Mark Wilkening; and Mr. Bud Petry; Dr. Daniel S. Hylbert, superintendent; Mrs. Bethanie Marshall, Grades K-5 principal; Mr. Mark Portwood, Grades 6-12 principal; and Mrs. Barbara Rust, board secretary.

Approval of Agenda

Mr. Wilkening made the motion, seconded by Mr. Neukomm to APPROVE THE AGENDA as presented. Discussion. Vote: Ayes, all. Motion carried.

Approval of Consent Agenda Items

Mr. Neukomm made the motion, seconded by Mrs. Verkler to APPROVE THE RECOMMENDED ACTION ON THE FOLLOWING CONSENT AGENDA ITEMS AS PRESENTED: IV. Minutes; V.B. Payroll; IX.B. Approval of FFA Overnight Trip; IX.C. Adopt School Report Cards; and X.A. First Reading of Board Policy Changes. Discussion. Vote: Mr. Edelman, aye; Mr. Neukomm, aye; Mr. Wilkening, aye; Mr. Petry, aye; and Mrs. Verkler, aye. Motion carried.

Approval of Minutes

Mr. Neukomm made the motion, seconded by Mrs. Verkler to APPROVE THE MINUTES OF THE LAST MEETING AS PRESENTED. Discussion. Vote: Ayes, all. Motion carried.

Financial Reports and Payment of Bills/Payroll

Mrs. Verkler made the motion, seconded by Mr. Wilkening to APPROVE THE BILLS FOR THE MONTH OF NOVEMBER AS PRESENTED: Education Fund, $52,837.79; Operations and Maintenance Fund, $6,687.47; Transportation Fund, $3,522.77; Tort Immunity, $2,496.50; and Fire Prevention and Life/Safety, $655.75. Discussion. Vote: Mr. Edelman, aye; Mr. Neukomm, aye; Mr. Wilkening, aye; Mr. Petry, aye; and Mrs. Verkler, aye. Motion carried.

Mr. Neukomm made the motion, seconded by Mrs. Verkler to APPROVE THE PAYROLL FOR THE MONTH OF NOVEMBER IN THE AMOUNT OF $141,847.92. Discussion. Vote: Mr. Neukomm, aye; Mr. Wilkening, aye; Mr. Petry, aye; Mrs. Verkler, aye; and Mr. Edelman, aye. Motion carried.

Hearing of Delegations

Brian Neukomm voiced his concern to the board that a PG-rated movie was shown in Music to the first grade class. He wanted the board to consider a written policy related to showing movies. The school district already has guidelines and procedures in place. He also wanted to know if there was any representation from Cissna Park’s school board at the recent Chicago school board convention. Some of the board members questioned the expense of the trip as related to actually getting something out of it.

Committee Reports

Finance Committee – Dr. Hylbert

Mr. Wilkening made the motion, seconded by Mr. Neukomm to ADOPT THE FOLLOWING TENTATIVE TAX LEVY RESOLUTION:

                                                                Tentative Tax Levy Resolution

WHEREAS, the Board of Education is authorized by 105 ILCS 5/17-2 to levy taxes for the purpose of providing education for the students of the district; and

WHEREAS, the Estimated 2017 Levy does not exceed 105% of the amount extended in 2016; and

WHEREAS, the provisions of 35 ILCS 200/18-60 through 85 of the “Truth-in-Taxation” law are inapplicable;

NOW, THEREFORE, Be it Resolved by the Board of Education of School District #6, County of Iroquois, State of Illinois, as follows:

SECTION 1: The Estimated Tax Levy, a copy of which is attached hereto and made a part hereof, is adopted as a Tentative Tax Levy.

Report from Principals

Elementary principal, Bethanie Marshall, informed the board that STAR360 Testing (testing that replaced Think Link). The elementary Christmas program is set for December 14th.

On December 6th an Anti-Bullying program will be presented to K-12. Parents are invited to attend also. Junior/Senior high school will be at 10:00 a.m. and Elementary will be at 1:00 p.m.

Junior/Senior high school principal, Mr. Mark Portwood informed the board that the junior high/high school Christmas program is December 3rd at 3:00 p.m. in the high school gym. Homecoming Week is the week of November 27th with the homecoming dance to be held in the high school gym on Saturday, December 2nd. Mr. Portwood wanted to thank all staff and students involved in the Veterans Day program held on November 8th.

In order to promote better academic performance in the junior high, Mr. Portwood will be hosting a pizza party to reward those junior high students who are meeting academic expectations. In total 46 junior high students have qualified for the pizza party.

Mr. Neukomm made the motion, seconded by Mrs. Verkler to APPROVE THE OVERNIGHT TRIP OF THE FFA TO “MADE FOR EXCELLENCE” CONFERENCE IN OAKBROOK, ILLINOIS ON FEBRUARY 2-3, 2018. Discussion. Vote: Ayes, all. Motion carried.

Mr. Neukomm made the motion, seconded by Mrs. Verkler to ADOPT THE ELEMENTARY, JUNIOR HIGH, SENIOR HIGH, AND DISTRICT REPORT CARDS AS PRESENTED. Discussion. Vote: Ayes, all. Motion carried.

A first reading of board policy changes from PRESS was given to the board. A second reading and approval will be at the December 2017 school board meeting.

Mr. Neukomm made the motion, seconded by Mr. Wilkening to ADJOURN THE MEETING AT 7:33 P.M. Discussion. Vote: Ayes, all. Motion carried.
