Village of Loda Village Board met April 11.

Here is the minutes provided by the Board:

The Village of Loda Board of Trustees held their regular meeting on April 11, 2018 at the Village Hall. Present were: President Carol Areseneau, Treasurer: Myles Reck Trustees: Ronda Breeden, Cathy Tittle, Jon Boone, Richard Manzke, Joyce Gharst, Patricia Allen and Village attorney Dale Strough. Meeting called to order at 7pm, all spoke the Pledge of Allegiance.

Minute: Ronda approved meeting minutes and waive reading on minutes, 2nd by Cathy, all favor, no opposed, motion carried

ERH – Ronda question with Webbers regarding a meter on property. JR verified they need a 2 inch and they have to pay for meter. JR advised Meats Plus has a 2 inch they want to get out and could put in at Webbers. JR verified it is the back location that would be changed. Meats plus wants to change down due to not needing the flow and need to have discussed who will do the work and will also include repipe size difference. Standard is ¾, few in town have 1 inch. Ronda verified they need to pay for meter. Webbers states won’t pay for new meter and Carol verified can cap it off. JR verified the price for 2 inch is a lot.

Water tower: talked to Tom and no new updates, no news is good news at this point. Jon asked about a time line and Carol said can be all the way up to September and is a 2-year process to get water tower up.

Old:

Parking ordinance, tabled last time on how want to read. Ronda verified if way to have them park overnight at house or about weight that would exclude certain vehicles that may pull trailers. Jon verified terminology instead of weight. Gene Breeden JR advised of license plate determines the weight of the truck that it can pull. If licensed to pull trailer, then that vehicle would not be able to park at residence. Board discussion was mainly concerns with idling at night of semis. Carol verified what to put on ordinance. Dale stated do have weight limits on streets but general on trucks and in current ordinance is for general parking on streets. Ronda verified do with terminology like Jon said for semis. Verified that the original incident was from January but no further concerns since, other then parking question with someone looking at purchasing a resident that drives semi. Village concerns is parking on our right of ways that would break or sink our tiles. Carol has talked to them and they did show concern with parking spot into yard but didn’t want to if didn’t need to. Board discussion on weight of semi on streets when roads are soft. Discussion on same weight as school bus or garbage trucks. Carol said table and decision at next meeting if we are going to pass something.

Pavilion: no updates at this time, Regina will contact All Phases for next month

Golf Carts: verified was May to May. Gene Breeden jr volunteered to do inspections, will add to contact list posted for public.

Solicitors: will get quote for signs. Joyce stated the group was back in town and saw 2 in town.

Clean up May 5th with electronics, no tires no paint no house hold garbage. Flyers will be posted. We do have one dumpster and second on call. Flyer was included with couple letters for clean up of property. Verified if they own property in Loda they can bring items. Myles verified his truck is available to help clean up items

Bank: trees for Village. They will be nice size big trees. Need to know how many, when planting and if we are planting or nursery planting. Carol went over list of trees available with pros and cons. Carol verified some locations with park, at Village building, if want along streets or easements of property in Village.

20 trees, planting in fall, nursery to plant them. Trees: Autumn Blaze Maple, Autumn Radiance Maple, Purple Prince Crab, Burr Oak, Princeton Elm.

Genzel property with litigation will have executive session at end of meeting so public not out in cold.

Loda Tractor pull; they do have the liquor license, also insurance info. Darlene Starkey present and mentioned not happy with golf cart and verified the time frame for them to have the golf cart permits. Concerns for revision for those that belong to tractor pull for those using the four wheelers on moving tractors to not pay for short time using them. Carol verified we have time for any needed corrections and can approve license now.

Jon made motion for Loda Tractor Pull to have liquor license July 27th 12:01a ending July 30th 12:01pm, following ordinance when can serve liquor, Ronda second motion. Roll call all ayes, motion carried. Will get paperwork to Carol.

Mowing: Carol verified getting mowing company to quote on job, so we don’t have to maintain equipment. Ad will be in paper tonight. Person must be 18.

Clerk: Does not need the yellow Economic Form that was filled out and sent to Watseka, Can keep for personal records

Ronda: Garage sales asked Village to donate to do add in paper. $41.90 one week, $83.79 two weeks black and white. Carol verified in past Village did make donations for coverage. Will be posted in Ford county record and the Target.

Ronda made motion to donate up to $97.00 for community garage sales, Jon second, roll call, motion carried. Carol verified for 4H sign and new sign on bank to show event.

New:

Roads: Jefferson street is getting bad, we have $44thousand left in motor fuel tax, need to get that road redone and portion of road that goes out to Recyclers, Franklin. They have been keeping it patched. If not done this year will have to be next year. For Jefferson with motor fuel tax will be for bid. Linda Bogard verified to patch for now. Carol verified yes we just haven’t gotten cold patch yet for this year. What does board want? To get done before Sept first. Cathy motion to have Carol contact engineer to do the quotes for Jefferson from chestnut to Franklin. Pat second roll call all aye, motion carried. Carol will contact the engineer and to figure in one with both streets and one with only Jefferson.

Building permit for Samantha Landis pole building will be in fenced in area. Board looked over permit and verified size is correct. Jon motion for building permit. Cathy second, roll call all aye, motion carried.

Treasurer: print out of fiscal years and appropriation ordinance with in the next few months. Dale will be working on the ordinance to present to Board.

Trustees:

Ronda have been driving around and a lot of collapsed garages and sheds on properties to add to list. Cathy mentioned yards that we have addressed before that are going back to old ways. Unlicensed vehicles in town also to add to list

Cathy sidewalks: Carol verified haven’t brought up to discuss for a while. Carol verified resident does forming, we pay for concrete and rod. Will contact Roy for list, Parks is Ronda, Cathy Richard, Streets is Pat Jon and Richard. Ronda stated will do it. Adding Myles to list.

Public:

Paula, Ir co public health with free breast and pelvic exams, if interested check with Paula.

Garage sale: handing out flyer for who wants to participate. Thank you for the donation for the advertising. Verified if can open park bathrooms, board will let Paula now. Jon verified chairs and tables from fire department. Questions contact Paula

Sandy Coffey: ordinance for trailer park and told that if we found trailer in good shape that would be looked at and considered. Have found one, 1998 and Ronda has pictures, 16x80. Will move an old trailer out and putting a newer one in. Trying to get newer, nicer trailers in Park and that will also benefit the Village of Loda. Dale verified options with variance of ordinance and zoning. Board discussion, no objections from board will have on agenda for May.

Darlene Starkey: Thank you to board and village for support in last month with Danny passing. He loved this town and doing things for everyone. We hope to continue that for him.

Regina bring up info to have Loda good ole days at the park since having the tractor pull with parade.

Bills: Ronda motion to pay bills for April. Jon second roll call all ayes, motion carried

Ronda made motion for executive for pending litigation for Genzel and Coe property 8:37p. Jon second. Public left building.

Jon out of executive session at 9:25p, Ronda second roll call, motion carried

Ronda motion to have Dale proceed with tax purchase on Coe property, Jon 2nd roll call all ayes, motion carried

Ronda motion to adjourn meeting, Cathy second.
