The meeting was called to order by President Timothy O. Nugent. The Pledge of Allegiance was led by President Nugent.
Deputy Village Clerk swore in the newly elected trustees, Todd Crockett and Joel Gesky. Roll Call was taken.
Motion by Crockett, seconded by Dole, to waive the reading of the minutes and approve the Regular Board Meeting minutes of May 6, 2019 as presented by the clerk.
Motion approved: 4-0, Boyce and Gesky abstained
Public Participation:
Jane Middleton and Nancy Kaufmann, representatives for Ride 4 Life, spoke about the upcoming event on June 1, 2019. This is the 18th year of the event. The motorcycles will start at the Sportsman’s Club, parade down Main Street and then north on Route 50 to Beecher. They had record attendance last year. Over the 18 years, Ride 4 Life has raised over $800,000 for the American Cancer Society.

Village President’s Report: Timothy Nugent
The Manteno – Rockville Historical Society has requested a donation of funds to continue the historic preservation of Manteno history. Gail Dodge and Cindy Simmons were present to give an update on their current projects (chimney tuckpointing at their building; new roof and painting of the buildings). Mayor Nugent asked if the Historical Society would be available to assist in the celebration of the 150th year birthday of the village during Oktoberfest. Motion by Boyce, second by Dole, to approve the donation request of $1, 125.00 to the Manteno Historical Society. Voice vote: all ayes, no nays. Motion approved.
Village Administrator’s Report: Chris LaRocque
A local Manteno High School student and Eagle Scout candidate, Anthony Casagrande, is requesting to erect signage as communication aids for children who may have speech development issues or communication problems. The signs will be place in three (3) of the village parks; Heritage, Legacy & Theis Parks.

Public Works and Utilities: Trustee Boyce
Trustee Boyce had no items on the agenda. The next Public Works meeting will be held on Tuesday, 05/28/2019 at 7:00 am, Village Hall Conference Room
Parks and Recreation: Trustee Martin
Trustee Martin presented Ordinance 19-04, An Ordinance approving and authorizing the execution of a lease agreement between the Village of Manteno and the Manteno Youth Soccer Association. This agreement is similar to the agreement that the village has with MYBSL. The next Parks and Recreation Commission meeting is Wed, 06/19/2019, 7:00 pm Village Board Room.
Public Safety and Health: Trustee Dole
Trustee Dole presented Ordinance 19-03, An Ordinance amending Title 7, Traffic Regulations, Chapter 14, Non-Highway Vehicles, by adding Section 7-14-8, Attachments, of the Municipal Code for the Village of Manteno. With popularity of golf carts, there are new attachments that can be hooked to golf carts such as trailers or wagons to haul more people. This item was discussed at the Public Safety Committee meeting on May 8th. Due to potential safety issues including proper attachment, lighting, seat belts and multiple attachments forming a “train”, the committee recommends the banning of these types of attachments for the safety of our residents. Chief Swinford stated that even though there have been no major incidents with golf carts, safety is very important and the regulating of these types of attachments would be very difficult.
Golf Carts can be registered at the golf cart parade on June 21, 2019.
Lifestyle 360 will be held tomorrow at 9:00 a.m. at the Community Center. The topic is “Staycation Ideas” presented by KCCVB.
The next Public Safety and Health meeting is Wednesday, 06/12/2019 at 7:00 am Village Hall Conference Room.
Planning and Zoning: Trustee Crockett
Trustee Crockett did not have any items on the agenda. The next Planning Commission is Tuesday, 06/11/2019 at 6:00 pm in the Village Board room. The next Planning &Zoning Committee meeting is Tuesday, 05/28/2019 at 7:00 am in the Village Hall Conference Room.
Finance: Trustee Gesky
• Payment of bills $197,431.63 includes TIF #1- $5,813.64.
The next Finance Committee meeting will be held Wednesday, 06/12/2019, 2019 at 7:00 am in the Village Hall Conference Room.

Motion by Phillips seconded by Dole to approve a single roll call vote on the question of passage of agenda items. Motion Approved 6-0.
Motion by Crockett seconded by Gesky to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda. Motion Approved 6-0.
