6:30PM Meeting called to Order/ Pledge

Roll Call was taken, all members present

*Motion to approve minutes from previous 4/15/19 meeting

Motion: Morgan 2nd: Dickson Motion Carried 5-0-1 Morse abstaining

*Motion to approve minutes from previous 4/24/19 meeting

Motion: Morse 2nd: Dickson Motion Carried 5-0-1 Morgan abstaining

Pres. Roth called to amend the agenda following in the swearing in of the Trustees, moving to appoint Trustee to the 2 year term

No public comments:

*Motion to approve Bills for Payment: <4/30/19 General Fund $21,933.97, Sewer Fund $1,305.12, T.I.F $50.00, <5/02/19 General Fund $14,354.74, M.F.T. $1,515.60, $14,690.92

Motion: Dickson 2nd: Morgan Motion Carried 5-0-1 Morse abstaining

Departmental Reports:

Clerk Dillman: Reading the Certificate of Canvass Results from the Kankakee County Clerk’s office, the results were the following: for the 2 year term, Dana Dickson (115 votes) candidates for 3 of 4-4year terms: Susan Weidl (103 votes), William Coats Jr. (79 votes), Laura Veldhuizen (76 votes) Jill Morse (75 votes)

*Motion to accept the Canvas of votes

Motion: Dickson 2nd: Weidl Motion Carried 5-0-1 Morse abstaining

Clerk Dillman swore in the following Trustees: Bill Coats, Dana Dickson, Laura Veldhuizen, and Susan Weidl

Pres Roth appointed Jill Morse to fill the open 2 year term, voice vote approved 5-0-0

*Motion to approve wage adjustments for fiscal year beginning May 1, 2019

Part time police officers rate increase to $17.51/hr

Motion: Dickson 2nd: Morse Motion Carried 6-0-0

Full Time police officers rate increase to $19.94/hr

Motion: Dickson 2nd: Weidl Motion Carried 6-0-0

Sergeant Whitlow rate increase to $23.47/hr

Motion: Dickson 2nd: Morse Motion Carried 6-0-0

Senior Police officers Novak and Costello rate increase to $20.45/hr

Police Chief Frey rate increase to $63,000 annually

Streets & Alley Commissioner, John Henson rate increase to $44,290 annually

Steve Sullivan rate increase to $16.48/hr

Sewer Commissioner, John Bobera rate increase to $16,717.93 annually

Administrative assistant, Kerry Zizic rate increase to $35,020.00 annually

Hourly Park & Village Hall staff rate increase to $10.62/hr

*Motion to approve the Opportunity Analysis Phase from the public realm plan from Hitchcock

Design Group at $38,000 to be paid from T.I.F.

*Motion to approve $1500 to Grant Park Schools for video produced by Ravespring to promote

Sewer & Garbage, Morgan: Plant running fine, a lot of water going through as of late! (rain)

Building & Grounds, Morse: no report

Ordinance & Insurance, Weidl: no report

Law Enforcement, Coats: no report

Chief Frey: received a nice letter of acknowledgement for the donated medical packs given to the schools

Appointed Spesia & Taylor as Village Attorney, Voice vote approved 6-0-0

Appointed Doug Graves as Village treasurer, voice vote approved 6-0-0

Appointed Carl Frey as Police Chief, voice Vote approved 6-0-0

Appointed John Henson road commissioner, voice vote approved 6-0-0

Appointed Brian Hyatt administrative adjudication hearing officer, voice vote approved 6-0-0

Appointed Dave Crouse building inspector, voice vote approved 6-0-0

Appointed John Bobera sewer commissioner, voice vote approved 6-0-0
