Village of Manteno Village Board met Aug. 5.

Here is the minutes provided by the board:

The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.

Motion by Boyce, seconded by Phillips, to waive the reading of the minutes and approve the Regular Board Meeting minutes of July 15th, 2019 as presented by the clerk.

Motion approved: 4-0 Crockett, Gesky absent

Reports of Village Officials:

Village President’s Report: Timothy Nugent

The Mayor commented on the construction of the parking lot on First Street and that the alley may be closed between 1st and Division at times to accommodate the work being done. The apartment building on Walnut, which was recently purchased by the Village, will be demolished, scheduled for August 19th. The Fire Department and Manteno Police SWAT team will be using the empty building for drill / practice exercises until the demolition date. The Mayor wants the public to use caution when downtown by these two areas. Crosswalk solar light signs have been added on Walnut Street by the Second Street Square, along with painted crosswalks to help motorist aware of pedestrian traffic in this area.

Village Administrator’s Report: Chris LaRocque

Chief Al Swinford was introduced and Chief Swinford addressed the Board on the Village’s recognition of 20 years of dedicated service of our animal control officer, Gary Baughan. Gary has also been part of the park rangers for the Square on Second this year also.

• Ordinance 19-11 - An Ordinance amending Title 4, Police Regulations, Chapter 1, Misdemeanor Code Article 5, Offenses involving property, Section 4-1-5-3, Malicious Mischief or Destruction, of the Municipal Code for the Village of Manteno

• Ordinance 19-12 - An Ordinance amending Title 1, Administrative, Chapter 4, General Penalty, Section 1-4-1, Penalty, of the Municipal Code for the Village of Manteno

• Ordinance 19-13 - An Ordinance amending Title 4, Police Regulations, Chapter 1, Misdemeanor Code, Article 4, Offenses involving Health, Safety and Children, Section 4- 1-4-14, Sniffing or Inhaling of Intoxicants prohibited, and Section 4-1-4-17, Possession of Cannabis or Drug Paraphernalia, of the Municipal Code for the Village of Manteno.

• Update on young girl who was involved in a bicycle/car accident recently – She has returned home this past weekend and is recovering. Her family has come together with the Village and county officials on bicycle safety. We now have a new crosswalk on Division and Walnut. Reminder that cyclists need to wear helmets and have lights on their bikes.

• Bills authorized between Board cycle: $41,701.45

The next Finance meeting will be held Wednesday 08/14/2019, 2019 at 7:00 am at the Village Hall Conference Room.

• Consideration Re: A motion to award the contract for updating of the Village website to Webfoot Designs, Manteno, IL, for a one-time cost of $1,800.00 plus a monthly cost of $295.00

Mayor Nugent read the items to be included on the Consent Agenda. The consent agenda is as follows:

Motion by Martin seconded by Dole to approve a single roll call vote on the question of passage of agenda items as designated for voting purposes on the consent agenda.

Motion by Boyce seconded by Dole to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda as identified by the Village President

Mayor Nugent: Reminder that the Hero’s Hogs and Hot Rods will be held in our downtown area this weekend from 12:00 pm to 11:00 pm. Car show, BBQ competition, Strongman Competition. Come out and support as it is free, but donations will be taken to benefit the Veterans Tiny House project to help homeless vets. There will be a lot of activity Saturday.
