The Regular Meeting of the Board of Education of Bourbonnais Elementary School District No. 53, Kankakee County, Illinois was called to order by Board President Rob Rodewald on Tuesday, December 17, 2019 at 7:04 PM at the Administrative Offices, 281 W John Casey Road, Bourbonnais, IL.

1.02 Pledge of Allegiance - led by the BUGC choir

1.03 Roll Call The following members were physically present at said location: Kelly Dunnill, John Hall, Jamie Freedlund, Rich McBarnes, Nicole McCarty, Jayne Raef, Rob Rodewald.

The following members were allowed by a majority of the members of the Board of Education in accordance with and to the extent allowed by rules adopted by the Board of Education to attend the meeting by video or audio conference: None. No member was not permitted to attend the meeting by video or audio conference.

The following members were absent and did not participate in the meeting in any manner or to any extent whatsoever: None.

2. Recognition of Staff, Students and Community

2.01 Recognition of Staff - I-Kan Best Practice Winners- Becky Creek and Lisa Riegel

Bourbonnais Elementary School District No. 53 recognizes Becky Creek, a 2nd grade teacher at LeVasseur, and Lisa Riegel, a 6th grade teacher at Liberty for being chosen as winners in the 2018 – 2019 Life Education Center’s “Best Practice Contest”. The Best Practice Contest is designed to recognize K-6 educators who develop imaginative and creative projects to reinforce the curriculum taught in the Life Education Center. Becky Creek won 1st place for her entry titled “Heart Healthy” and Lisa Riegel won 1st place for her entry titled “Diseases”.

2.02 Recognition of Students - Norah and Sarah Bouferrache

Bourbonnais Elementary School District No. 53 recognizes Norah and Sarah Bouferrache, along with their family, for organizing fundraising and other supportive efforts for a fellow Liberty student Urva Purohit. Norah and Sarah spoke about the efforts to assist Urva. Norah and Sarah helped to raise more than $2,000 dollars.

5. Mission of Bourbonnais Elementary School District #53 is to: Collaborate with staff, students, families, and community

5.01 Certify Tax Levy- Dennis Crawford, CSBO

Dennis Crawford, CSBO presented the 2019 tax levy. The consumer price index for 2018 is 1.9 percent = $259,012 additional tax revenue. The new property estimate is 2.37 million which equals $75,576 additional tax revenue. The total levy request for 2019 is a $413,254 increase.

Motion by Jamie Freedlund, second by John Hall to approve the resolution for the 2019 tax levy as presented. The following voice votes were heard: Ayes: Kelly Dunnill, Jamie Freedlund, John Hall, Rich McBarnes, Nicole McCarty, Jayne Raef, Rob Rodewald. Nays: None. Absent: None. Final Resolution: Motion Carries.

5.02 Determine Dates for Bi-Annual Review of Executive Session Minutes

The bi-annual review of executive session minutes will be January 28, 2020 at 6:30 pm.

6. Mission of Bourbonnais Elementary School District #53 is to: Provide a safe learning environment with innovation instructional practices

6.01 Bus Transportation Options - Dr. James B Duggan, Assistant Superintendent

The Board will seek input from faculty and staff regarding student start times for the upcoming school year. Discussion followed.

Motion by John Hall, second by Rich McBarnes to approve to go out to bid for a three year lease for 22 large buses and 3 small buses as presented. The following voice votes were heard: Ayes: Kelly Dunnill, Jamie Freedlund, John Hall, Rich McBarnes, Nicole McCarty, Jayne Raef, Rob Rodewald. Nays: None. Absent: None. Final Resolution: Motion Carries.

7. Mission of Bourbonnais Elementary School District #53 is to: Inspire all students to reach their unique potential as globally conscious learners

7.01 DIBELS Mid-Year Update - Dr. James B. Duggan, Assistant Superintendent

Dr. Duggan presented the mid-year DIBELS results. DIBELS was recently updated to reflect the most up-to-date research for identifying and supporting struggling readers, reduce assessment time, introduced a new subtest, extended nonsense word fluency, expanded MAZE and oral reading fluency and MAZE are more engaging for students to read and understand. Dr. Duggan compared beginning of year to mid year results by grade levels and specific benchmarks. Dr. Duggan then discussed the next steps. Discussion followed.
