Kankakee County Community Services Committee met Nov. 19.

1. Call to Order/Roll Call
The meeting was called to order by the Committee Chairperson, Ms. Webber, at 9:00 a.m.

3. Announcements
· Announcing One Opening on the I-KAN Joint Education Commission (County Board Member)
Ms. Webber read the opening to the committee.
3. Approval of Minutes: October 15, 2019
Ms. Parker made a motion to approve the minutes and Mr. Fetherling seconded it. Motion carried with a voice vote.
4. County Clerk – Dan Hendrickson
· Monthly Report
Mr. Ekhoff made a motion to approve the monthly report, and Mr. Zenz seconded it. Motion carried with a voice vote.
Mr. Hendrickson stated that they will accept applications for the primary up until December 22nd , 2019.
Ms. Webber asked about the length of term.
Mr. Hendrickson stated that everyone will be serving a full 2 year term.
The Census in 2021, the County Board will meet to redistrict and the number of County Board seats and boundaries will be determined at that time. So in 2022, all of the County Board seats will be up.
Mr. Hendrickson stated that they are doing the fundraiser and collections for the Center of Hope.
Collections can be brought in until December 19.
Mr. Hendrickson thanked his staff for the work that they did while he was out caring for his wife.
5. Assessor – Erich Blair
· Monthly Report
Ms. Peters made a motion to approve the monthly report, and Ms. Polk seconded it.
Motion carried with voice vote.
Mr. Blair reviewed and discussed the report with the committee.
Mr. Blair stated that December 19th is the final date for hearings.
Ms. Webber asked if Kankakee County seniors need to apply each year for the exemption.
Mr. Blair stated that in our county, seniors do not need to reapply every year.
6. Recorder – Lori Gadbois
• Monthly Reports
Mr. Ekhoff made a motion to approve the monthly report, and Ms. Peters seconded it.
Motion carried with a voice vote.
Ms. Gadbois was not present
7. Animal Control
Animal Control was not present at the meeting.

Ms. Dunbar made a motion to approve the monthly report, and Ms. Zuccollo seconded it.
Motion carried with a voice vote.

8. Animal Welfare Advisory Committee – Tinker Parker
· Monthly Update
Ms. Parker updated the committee on the progress of AWAC.
Ms. Parker stated that the Kankakee Park District has purchased the signs for not feeding the fowl bread because it affects their flight ability.
Ms. Parker stated that she will try to expand the signs to the surrounding areas.
The cost per sign is $55 each.
Ms. Parker stated that she is hoping to get some students that can come to shelters and assist the animals in being socialized.
· Ordinance Amendment to County Code Section 10-1 Animal Control Personnel; Animal Control Subcommittee
Ms. Parker advised that the recent resolution update was incorrect and needs to be amended to have 8 voting and 1 non-voting, which would be the administrator of animal control.
Mr. Snipes made a motion to approve, and Ms. Dunbar seconded it. Motion carried with a voice vote.
Ms. Parker stated that AWAC is very supportive in assisting Animal Control with the transition and they look forward to working with Kari Laird.
Mr. Snipes asked about helpful tips for trapping raccoons.
Mr. Sirois stated that there are trappers that you can to assist or traps are sold at local stores.
Ms. Webber advised that she could do some research on this and get back with the committee on tips for getting rid of raccoons.

Ms. Peters made a motion to adjourn the meeting at 9:28 a.m., and Ms. Dunbar seconded it.
