Village of Manteno Village Board met Dec. 2.

The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.

Motion by Crockett, seconded by Gesky, to waive the reading of the minutes and approve the Regular Board Meeting minutes of November 18th, 2019.

Reports of Village Officials:

Village President’s Report: Timothy Nugent

Sarah Marion, Director of Community Relations and President/CEO of the Manteno Chamber of Commerce reminded the Board of the activities that will take place in the Village on Saturday December 7th, as Santa comes to town and we do the lighting of Main Street.

• 3-7 pm Business Walk – Lists of participating businesses available at Village of Manteno.com or at businesses within the Village. Visit each on the list and submit your list to win a prize! Details on line.

• 3-4:30 pm Ice Sculpting in the Square on Second

• 3:30 – 7:45 Santa at the Leo Hassett Community Center

• 5:45 pm Lighting of Main Street

Sarah gave an overview of the 2019 Octoberfest. There was $9,820.00 that was donated to those groups who worked the fest which included:

• Manteno Public Works

• Manteno Police Dept.

• Auxiliary Police Dept.

• Manteno Fire Protection District

• Manteno Legion 755

• Boy Scout Troop 382

• Manteno Village View

• Manteno High School Football

• Manteno High School Pride

• Manteno High School Interact Club

• Indian Oaks Academy

The Mayor paid tribute to Sarah and Chamber members for the tremendous job they did, despite the storm which shut us down on Friday night.

Committee Reports:

Public Works and Utilities- Trustee Boyce

• Consideration Re: A motion to approve the Dedication of Right of Way to Manteno Township for a perpetual easement on property located at 7202 N 4000 E Rd, Parcel #03-02-26-400-004. Manteno Township will be widening the 4000 East Road which is bounded by the Manteno Golf Course property. They are requesting additional right of way to facilitate the widening of the road.

• Resolution 19-10: A Resolution authorizing the Village President and the Village Clerk to enter into an agreement between the Village of Manteno and Constellation Newenergy Inc. for the sale and supply of electricity. Our current contract for the energy supplier for certain village meters will expire next month. Midwest Energy, our broker, provided new rates for a four-year renewal showing a savings of approximately 20% each year.

• Reminder to residents who shop online and have packages delivered to their homes that they must take precaution as packages left on a doorstep are a target for thieves.

Planning and Zoning- Trustee Crockett

The next Planning and Zoning Committee meeting is scheduled for Tuesday December 17th 2019 at 7:00 am at the Village Hall Conference Room.

The next Planning Commission meeting will be scheduled for Tuesday December 10th, 2019 at 6:00 pm at the Village Board Room at the Leo Hassett Community Center

Finance: Trustee Gesky, Absent - Trustee Phillips covered agenda items

• Payment of bills $99,929.55 includes TIF#1- $0 & TIF #3 $0

• Bills authorized and Paid between Board Cycle: $39,070.85

• Ordinance 19-24 - An Ordinance for the Levy and Assessment of Taxes on Real Property for all Purposes of Defraying Expenses for all Corporate Purposes for the Village of Manteno, Kankakee County, Illinois, for the Fiscal Year Commencing on May 1, 2019 and ending on April 30, 2020. Each year the Village goes through the process of levying for property tax dollars to help fund village expenses. The Village is requesting a 2.03% increase in the levy from last year's request. Even though a public hearing is not required for this percentage of increase, the Village holds a Truth-in-Taxation public hearing every year to inform the public of the levy request. We held that public meeting tonight before our regular Board meeting.

• Ordinance 19-25 - An Ordinance abating the Tax hereto levied for the Year 2019 to pay the principal of and interest on $2,050,000 General Obligation Bonds (Alternate Revenue Source), Series 2013, of the Village of Manteno, Kankakee County, Illinois

This addresses our Series 2013 Bond issue, which was utilized to finance the golf course debt. Sufficient funds are designated through General Fund revenues to cover the payment of the principal and interest. The Village is required to formally abate those taxes from the levy request.

The next Finance meeting will be held Wednesday December 11th, 2019 at 7:00 am at the Village Hall Conference Room.

General Government-Phillips

• No action items on the agenda tonight

Mayor Nugent read the items to be included on the Consent Agenda. The consent agenda is as follows:

Motion by Dole seconded by Martin, to approve a single roll call vote on the question of passage of agenda items. Motion Approved 6-0

Motion by Boyce seconded by Gesky to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda.

Mayor Nugent: Chief Swinford gave an update on the recent car burglaries and said there were no issues over the holiday week. The South and Southwest suburbs are still getting hit. Reminder to everyone to lock cars and keep garage doors shut.
