Village of Chebanse Village Board met May 18.

Mayor Mathy called the regular Village Board meeting to order at 7:00 pm. Due to the Covid 19 pandemic, the meeting was held at the Civic Center located at 180 W. First South Street Chebanse, IL 60922. Mayor Mathy announced the Village would be taping the meeting.
The following Trustees were present: Trustee Beherns, Trustee Kohler, Trustee Odle, Trustee Perzee and Trustee Snyder. Trustee Randles was absent. Also present were Mayor Mathy, Attorney Hiatt, Clerk Pasel and James Smith from Maintenance.

UNFINISHED BUSINESS:
ADULT USE CANNABIS: NO ACTION
GARY SEEDORF: Mayor Mathy announced that the Legion has agreed to split the cost of $7,000.00 with the Village for the sound equipment that Gary Seedorf is selling. Gary is still willing to provide the Village and Legion with all of our DJ needs as well as teach people to use the equipment. Trustee Beherns suggested the equipment be stored at the Civic Center. A right to purchase and formal agreement will be prepared and signed by Mayor Mathy and Commander James Smith. Mayor Mathy asked if approved which entity would write the check? Response was the Village can write the check and the Legion can reimburse the Village $3,500.00. A motion was made by Trustee Perzee and a second by Trustee Snyder to purchase the sound equipment from Gary Seedorf in the amount of $7,000.00, make a contract with the American Legion to purchase half at $3,500.00. REPORTS OF COMMITTEES: Trustee Perzee stated that there was a finance committee meeting before the Board meeting. Julie will be checking with our auditor to make sure we can go another month on our current budget. Trustee Perzee stated that we will be taking a hit on sales tax due to the Covid 19 pandemic. Trustee Perzee stated we will have a finance committee meeting at 6:30 on June 15th to finalize the budget.
REPORT OF VILLAGE OFFICERS: NONE
NEW BUSINESS:
ORDINANCE VIOLATIONS: Julie asked the Board if they would consider amending Ordinance No. 18-05, No Issuance of permits or licenses to applicant indebted to the Village. She would like for the ordinance to deny any services such as limb pick up, exempt water meter usage or extra services that may be considered if the person is in violation of any village ordinance. Julie will work on the amendment.
FLOWER GARDENS: A motion was made by Trustee Beherns and a second by Trustee Perzee to approve building 2 flower gardens at a cost of $475.00 each Vote:

COMMUNICATIONS:
AMERICAN FARMERS GROW COMMUNITIES GRANT: James stated that he was approached by Angela Allen from American Farmers Grow Communities concerning a grant the Village qualifies for. The purpose of the program is to partner with farmers to make a positive impact in the community. The Village received a check for $2,500.00. Mayor Mathy stated that he would like to see the Village donate the $2,500.00 to the Legion. They are currently working on a grilling pit and he encouraged everyone if they haven’t already, to take a look at it. A motion was made by Trustee Perzee and a second by Trustee Snyder to donate the $2,500.00 to the American Legion. Vote:

Mayor Mathy stated that the letter and fine sent to the resident with the barking dog has been taken care of. He paid his fine and will be speaking with his neighbor to see if they can come to an understanding.
We have another issue with a dog running loose and being aggressive. A resident was walking their dog and was attacked by another resident’s dog. The dog has been taken home on several occasions and the owner has been told several times to keep his dog contained. Animal Control was called. They picked up the dog and took it back to the owner. There is nothing that animal control can do since it did not bite a human. Trustee Beherns and Mayor Mathy researched our ordinance and would like amend the ordinance to have specific steps defined along with fines for each. Attorney Hiatt will have an amendment for next meeting.
PUBLIC COMMENT: Cindy Beherns addressed the Board concerning the lack of drainage on Second South Street. Bonnie Winterroth’s basement floods when we have heavy rains. James stated that there is not an easement through there, all of the property lines butt up to each other. When we have a heavy rainfall, the tile is overwhelmed and backs up. Trustee Beherns stated that the tile is undersized. When it was put in, a 6” clay tile was standard at that time. Trustee Beherns stated there isn’t anyway to fix it. You would have to put in a new drainage tile and install it in front of the houses, which is a huge expense for the Village. Trustee Beherns believes there is something that can be tried by the homeowner of that specific property first, in an attempt to curb the water from going into the basement. At this time, there is no action needed by the Board. Trustee Beherns asked to go on recordconcerning the outdated drainage issues, and to keep the drainage issue open until further notice.
