1. Call to Order/Roll Call

The meeting was called to order by the County Board Chairman, Mr. Wheeler, at 9:00 a.m. Quorum present.

2. Public Comment

None

3. Announcements

Mr. Wheeler advised the committee that every motion must include a roll call vote while meetings are held in zoom.

4. Approval of Minutes: May 19, 2020

Mr. Ekhoff made a motion to combine and approve the minutes and Ms. Polk seconded it. Motion carried with a roll call vote of 12 ayes and 0 nays. Voting aye were: Ms. Webber, Mr. Snipes, Ms. Peters, Ms. Parker, Ms. Polk, Mr. Fairfield, Mr. Ekhoff, Mr. Fetherling, Mr. Swanson, Ms. Dunbar, Mr. Wheeler and Mr. Carrico

4. County Clerk – Dan Hendrickson

• Monthly Report

Ms. Parker made a motion to approve the monthly report, and Mr. Snipes seconded it. Motion carried with a roll call vote of 12 ayes and 0 nays. Voting aye were: Ms. Webber, Mr. Snipes, Ms. Peters, Ms. Parker, Ms. Polk, Mr. Fairfield, Mr. Ekhoff, Mr. Fetherling, Mr. Swanson, Ms. Dunbar, Mr. Wheeler and Mr. Carrico

Mr. Hendrickson reviewed his report with the committee.

Mr. Hendrickson advised the committee that November 3rd has been declared as a state holiday.

Mr. Hendrickson updated the committee on the new process for voting by mail.

Mr. Snipes asked about the signature comparison for the mail voting.

Mr. Hendrickson advised that all three judges must state that the signature doesn’t match and notification will be sent to the voter. Ballots will be counted after election day, it can be received up to 2 weeks afterwards.

Mr. Carrico asked about qualifications for a location to be a polling place.

Mr. Hendrickson explained the process for being an election judge. For polling locations, they try to keep the area accessible and ADA compliant. Parking must be accessible to handle the hundreds of voters that come through on election day.

Mr. Sirois asked about the cost for mailing ballots.

Mr. Hendrickson advised that grant money will be available for offsetting the mail ballots.

Mr. Wheeler stated that the cost for the initial postcard will be about $12,000 and the cost for the ballot mailings will be estimated at $192,000. There are about 64,000 voters in Kankakee County.

Mr. Snipes asked to know how much the reimbursement from the state would be.

5. Assessor – Erich Blair

Mr. Peters made a motion to approve the monthly report, and Mr. Snipes seconded it. Motion carried with a roll call vote of 12 ayes and 0 nays. Voting aye were: Ms. Webber, Mr. Snipes, Ms. Peters, Ms. Parker, Ms. Polk, Mr. Fairfield, Mr. Ekhoff, Mr. Fetherling, Mr. Swanson, Ms. Dunbar, Mr. Wheeler and Mr. Carrico

Mr. Blair reviewed and discussed the report with the committee.

Mr. Blair advised the committee that the Farmland Review Committee will be meeting on June 26th.

6. Recorder – Lori Gadbois

• Monthly Reports

Mr. Snipes made a motion to approve the monthly report, and Ms. Polk seconded it. Motion carried with a roll call vote of 12 ayes and 0 nays. Voting aye were: Ms. Webber, Mr. Snipes, Ms. Peters, Ms. Parker, Ms. Polk, Mr. Fairfield, Mr. Ekhoff, Mr. Fetherling, Mr. Swanson, Ms. Dunbar, Mr. Wheeler and Mr. Carrico

Ms. Gadbois reviewed the report with the committee.

7. Animal Control – Kari Laird

• Monthly Report

Mr. Kerkstra made a motion to approve the monthly report, and Ms. Polk seconded it. Motion carried with a roll call vote of 12 ayes and 0 nays. Voting aye were: Ms. Webber, Mr. Snipes, Ms. Peters, Ms. Parker, Ms. Polk, Mr. Fairfield, Mr. Ekhoff, Mr. Fetherling, Mr. Swanson, Ms. Dunbar, Mr. Wheeler and Mr. Carrico

Ms. Laird updated and reviewed the report with the committee.

Ms. Laird advised that the revenue is starting to come back up.

Mr. Sirois asked about the contact with Mayors about the agreements.

Ms. Laird stated that with COVID, it has slowed the process, but they are still going to contact them.

Mr. Wheeler asked about the building repairs getting completed. Ms. Laird updated the committee on the status of repairs. Mr. Wheeler thanked Ms. Laird for her efforts and work in the transition.

8. Animal Welfare Advisory Committee – Tinker Parker

• Monthly Update

Ms. Parker commented on the shelters complimenting Ms. Laird and the relationships that are being established.

Ms. Parker stated that they are anxious to get back to meetings.

10. Adjournment

Mr. Kerkstra made a motion to adjourn the meeting at 9:32 a.m., and Ms. Zuccollo seconded it. Motion carried with a roll call vote of 12 ayes and 0 nays. Voting aye were: Ms. Webber, Mr. Snipes, Ms. Peters, Ms. Parker, Ms. Polk, Mr. Fairfield, Mr. Ekhoff, Mr. Fetherling, Mr. Swanson, Ms. Dunbar, Mr. Wheeler and Mr. Carrico
