Village of Chebanse Village Board met March 15

Here is the minutes provided by the board:

Mayor Mathy called the regular Village Board meeting to order at 7:00 pm and announced that the Village would be taping the meeting. 

The following Trustees were present: Trustee Beherns, Trustee Kohler, Trustee Odle, Trustee Perzee and Trustee Snyder. Trustee Randles was absent. Also present were Mayor Mathy, Attorney Hiatt, Clerk Pasel and James Smith from Maintenance. 

The Pledge of Allegiance was led by Mayor Mathy 

APPROVAL OF REGULAR BOARD MEETING MINUTES. A motion was made by Trustee Beherns and a second by Trustee Perzee to approve the February 22, 2021 Board meeting minutes. Vote: 

Beherns Aye 

Kohler Aye 

Odle Aye            5 Ayes, 0 Nays 

Perzee Aye         Motion Carried 

Snyder Aye 

APPROVAL OF TREASURER’S REPORT: A motion was made by Trustee Snyder and a second by Trustee  Beherns to approve the February 28, 2021 Treasurer’s Report. Vote: 

Beherns Aye 

Kohler Aye 

Odle Aye            5 Ayes, 0 Nays 

Perzee Aye         Motion Carried 

Snyder Aye 

BILL STATEMENT: A motion was made by Trustee Perzee and a second by Trustee Snyder to approve the March 15, 2021 Bill Statement. Vote: 

Beherns Aye 

Kohler Aye 

Odle Aye            5 Ayes, 0 Nays 

Perzee Aye         Motion Carried 

Snyder Aye 

UNFINISHED BUSINESS: NONE 

REPORTS OF COMMITTEES: Trustee Perzee announced that everyone in the finance committee has a copy of the budget, please look it over. He also stated that there will be a finance meeting prior to the April 19, 2021 Board meeting at 6:00 pm. Trustee Perzee stated that money needs to be set aside to replace water meters. 24 meters cost roughly $4,000.00.  

REPORTS OF VILLAGE OFFICERS: NONE

NEW BUSINESS:  

POLICING AGREEMENT: Attorney Hiatt is still researching the agreement. 

WATER METER MONEY: Trustee Beherns and James will work on numbers. 

DE-ANNEXATION OF ROADS: Mayor Mathy stated that we are obligated to take care of roads that are North and Northeast of town. the Village annexed property for a proposed ethanol plant. James would  like to de-annex these roads, he has spoken with Barry from the Township and before he will accept the roads, they need to be resurfaced. To de-annex the roads, the Village will have to have a zoning hearing to hear comments from the residents within 250 feet surrounding the area. Mayor Mathy stated another option is the Village could make an offer or have an intergovernmental agreement with Otto Township. Mayor Mathy asked Attorney Hiatt to look into a possible agreement and asked the Board to  continue to think about different options. 

CIRCUS: A motion by Trustee Perzee and a second by Trustee Snyder to host the circus on June 21, 2021.  Vote:

Kohler Aye 

Odle Aye            5 Ayes, 0 Nays 

Perzee Aye         Motion Carried 

Snyder Aye 

COMMUNICATIONS: Mayor Mathy informed the Board that the Community Building has sustained a significant amount of water damage from the snow melting and freezing. Hemenover Construction has  submitted a proposal with several different options. Total proposal is $26,903.00. Trustee Beherns asked why all of a sudden are we paying for the building to be fixed. Mayor Mathy stated the Village owns the building and we carry the insurance on it. Mayor Mathy asked that an insurance claim be opened and a copy of the contract between the Village and the Community Building be emailed to the Trustees and Attorney Hiatt for review.  

PUBLIC COMMENT: NONE 

ADJOURNMENT: A motion was made by Trustee Perzee and a second by Trustee Odle to adjourn the  meeting.
