The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance, led by President Nugent.

Motion by Dole, seconded by Crockett, to waive the reading of the minutes and approve the Regular Board Meeting minutes of August 16, 2021, as presented by the Clerk. Motion approved: 6-0

Reports of Village Officials:

Village President’s Report: Timothy Nugent

• Proclamation – National Rail Safety Week – Sept 20-26, 2021

• There will be a temporary patch put on Section Line Road before Octoberfest so the road can be fully used. A complete overlay will be done after Octoberfest. Village Administrator’s Report: Chris LaRocque

• Consideration Re: Motion to authorize the purchase of a John Deere 6110 M Series Tractor and Mid-mount Boom Mower from EJ Equipment for $164,319.60. (This is a Sourcewell bid price)

Next Public Works meeting on Tuesday September 28, 2021 at 7:00 am Village Board Room Parks and Recreation- Trustee Martin

• Jim Hanley – Update on newly opened pickle ball courts at Thies Park

• Update on new walking paths – Not officially opened, but are being used Next Parks and Recreation meeting Wednesday September 15, 2021 7:00 pm Village Board Room. 6:30pm meet at Lucille Thies Park

Public Safety and Health- Trustee Dole

• Ordinance 21-12 - An Ordinance amending Title 4, Police Regulations, Chapter 4, Animals and Fowl, by adding Section 4-4-26, Feeding of Certain Wildlife, of the Municipal Code for the Village of Manteno. After some discussion at the Public Safety committee meeting, the Board agreed this amendment to our police regulations was necessary to curtail residents improperly interacting with wild or feral animals.

• Warning to residents of anyone coming to your door representing a utility, landscaping or construction business wanting you to come out of your home. They keep you busy while others enter your home with the intention of stealing. Don’t open your doors if you do not know who it is or you have not called to come to your home.

Planning and Zoning- Trustee Crockett

• Resolution 21-13 - A Resolution approving a Professional Services Agreement with Novotny Engineering in connection with providing Plan Review Services. Commercial development requires engineering reviews of proposed site plans. The Village received civil engineering plans from a developer looking to site a new Dunkin Donuts. This resolution facilitates the necessary review of those plans.

The next Planning and Zoning Committee meeting is scheduled for Tuesday September 28, 2021 at 7:00 am at the Village Hall Conference Room.

The next Planning Commission meeting is scheduled for Tuesday September 14, 2021 at 6:00 pm at the Village Board Room.

Finance: Trustee Gesky

• Payment of bills $968,297.66 includes TIF#1- $45,309.37

• Bills authorized and Paid between Board Cycle: $0

• Consideration RE: A motion to approve the payment of $15,000.00 to Jodi Gill in reference to a TIF Façade Agreement approved November 2, 2020.

• Resolution 21-10 - A resolution approving a Tax Increment Façade Renovation Construction Agreement in connection with Tax Increment Financing Area #1 RLK Bourbonnais Properties LLC - 151-155 North Main Street.

• Resolution 21--11 - A Resolution approving a Tax Façade Renovation Construction Agreement in connection with Tax Increment Financing Area #1 - Manteno Public Library - 10 South Walnut Street.

The next Finance meeting will be held Wednesday September 14, 2021 at 7:00 am at the Village Hall Conference Room.

Motion by Martin seconded by Boyce to approve a single roll call vote on the question of passage of agenda items as designated for voting purposes on the consent agenda Motion Approved 6-0

Motion by Dole seconded by Phillips to approve by an omnibus vote those ordinances, resolutions, motions and orders contained on the consent agenda
