City of Momence Public Works Committee met Nov. 1.

Here are the minutes provided by the committee:

The Public Works Committee meeting was held in the Council Chambers at 29 North Dixie Highway, Momence.

Present: Aldermen Salomone, Carbonaro, Huddelston, Clark, Starkey, Cook, Temple and Strunk. Also, present Mayor Steele.

Nikki Schafer from Baxter/Woodman to discuss water rates and answer any questions.

60% of the model is fixed, 40% based on what is used. What will it take for Momence to not go into bankruptcy? Every year the model should be revaluated to see what else can be done, what improvements need to be done, etc.

Model = industrial/residential/Momence Packing is the build of the model. This is where the 40% will be based. There are 3 options…Option 1 is to adopt as is (plan Jake organized). Option 2 is to redistribute the percentages on who does what (we don’t want the residents to have to pick up the difference from the industries) all the industries could be lumped into one. The city can still charge rent/usage of the pipe for outflow if Momence Packing chooses to go on their own per say. Nikki is recommending to move forward with the rate structure, the industries will not leave the area due to costs. Option 3 is to lower the fix costs to lower the rates of water/sewer. She doesn’t recommend this option, very dangerous and will affect the area residents.

If nothing is done, within 3 years, the city will have no money to run the sewer plant.

If Momence Packing would become an independent direct discharge, there would still be a rental to the use the pipe. While they cannot give real time rates, Nikki recommends that a percentage still be used for rental.

They have indicated that they want to stay with the current connection, and are will to pay a rate. The lab fees and permitting will be added to the ordinance.
