Village of Herscher Board of Trustees met Oct. 17.
Here are the minutes provided by the board:
Village President Shannon Sweeney called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present: Mike Bruner, John Branz, Bob Voss, Andy Cotter, Jacob Wagner (Zoom), and Skip Grigas. Also present, Village Clerk Heather Meredith, Janet Mau from The Herscher Pilot (Zoom), Sergeant Gary Henschel, and Village Attorney Chris Bohlen. Local Business owners Dan Martin, Dawn Deany and, Trista Botta.
Bob Voss moved to approve the Regular minutes of October 3, 2022; Skip Grigas seconded. All in favor; Motion carried.
John Branz made a motion to suspend the agenda and have Chief Scanlon speak. Skip Grigas seconded. All in favor. Motion carried.
POLICE:
Chief Scanlon said that after 29 years of service Sergeant Gary Henschel is retiring. Chief presented him with a commemorative shadow box and thanked him for his service.
John Branz made a motion to return to the regular agenda. Bob Voss seconded. All in favor, motion carried.
STREETS:
Bob Voss said that the gate to the sewer plant will now be open all the time for now because of leaves and other fall clean up.
FINANCE:
John Branz presented the Accounts Payable Report totaling $201,351.48 to the Board for payment. John Branz moved to accept the accounts payable as presented. Skip Grigas seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, John Branz-aye, Skip Grigas-aye, and Bob Voss-aye. All in favor; Motion Carried.
Payroll presented totaled $15,776.30. John Branz moved to accept payroll as presented, Skip Grigas seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Bob Voss-aye, Skip Grigas-aye, and John Branz-aye. All in favor; motion carried.
John Branz moved to approve an MFT Disbursement to Andrews Engineering in the amount of $2,587.48 for Engineer Inspection service on S Elm. Bob Voss seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, John Branz-aye, Bob Voss-aye, and Skip Grigas-aye. All in favor; motion carried.
John Branz added:
-Treasurer’s Report for September 2022 shows a total of $2,200,615.15 in all accounts -Personal Property Replacement Tax collected in August and September is in at $32,077.63
-The Regular Sales Tax is in from July 2022 in the amount of $34,441.46
-The 1% Non-Home Rule Sales Tax in from July 2022 in the amount of $15,031.94 -The Telecomm Tax is in from July 2022 in the amount of $1,315.80
-The Local Share of Income Tax collected in September 2022 is in at $24,534.95
- The Local Share of the State Use Tax is in from July 2022 in the amount of $4,670.29
- The Local Share of the Cannabis Use Tax collected in September is in at $180.42
- The Local Share of the Video Gaming Tax collected in September is in at $1,214.01
-Total Shared Revenues from above figures is $113,466.50
-Starting to work on the Tax Levy with Sarah. The CPI is 5.5%. We can go up to 5%without having a hearing. What rate would we like to use to figure the levy at?
-The annual Treasurers Report was published in the Herscher Pilot October 6th. A certified copy was filed with the County Treasurer last Thursday
-The Illinois Funds Daily rate is 3.072%
PARKS:
Andy Cotter said we need to have stick day published in The Pilot, on FB and on the sign on 115. Andy mentioned that he will be contacting the fence contractor about the rest of the fence at Pilot Park and Solar Town.
WATER AND SEWER:
Mike Bruner explained that after some talking with Al Deany, we will wait to do Park Rd water main replacement as it is going to cost roughly $495,000, plan “B” is to do Maple Street water mains. That is roughly going to cost $275,000 - $350,000.
Mike Bruner moved to approve Andrews Engineering to digitize the water and sewer mapping in the amount of $3,000.00. John Branz seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, John Branz-aye, Bob Voss-aye, and Skip Grigas-aye. All in favor; motion carried.
ORDINANCE:
Working on getting some last-minute mowing done before winter.
OLD BUSINESS:
Andy Cotter moved to take a second look at Downtown Grant Applications. Skip Grigas seconded. All in favor; Motion carried.
Andy Cotter moved to Award Grants that are requesting $25,000 or more the full amount of $25,000 less the 10%. Skip Grigas seconded. Roll call taken: Bob Voss-aye, John Branz-aye, Mike Bruner-aye, Skip Grigas-aye, Jacob Wagner-aye and Andy Cotter-aye. All in favor; Motion carried.
John Branz moved to grant a building permit extension for 417 E Jeanette Street Mike and Kelly Bonomo. Mike Bruner seconded. Roll call taken: Bob Voss-aye, John Branz-aye, Mike Bruner-aye, Skip Grigas-aye, Jacob Wagner-aye and Andy Cotter-aye. All in favor; Motion carried.
NEW BUSINESS:
Mike Bruner mentioned about Riverside Ambulance raising fees for Pilot Township Fire. Attorney Bohlen suggest the Board Members each write a letter protesting the increase. He added he will write one on behalf of the Village Board.
John Branz moved to donate $500 to the Herscher American Legion Honor Flight Steak Fry. Mike Bruner seconded. Roll call taken: Bob Voss-aye, John Branz-aye, Mike Bruner-aye, Skip Grigas-aye, Jacob Wagner-aye and Andy Cotter-aye. All in favor; Motion carried.
Village President Shannon Sweeney told the Board that congratulations are for John Branz as he was selected to receive an award from the Governor’s Office for Volunteerism and Community Service.

EXECUTIVE SESSION:
John Branz made a motion to enter Executive Session (8:01pm) to review the last six months executive minutes, discuss appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the Village of Herscher and Potential Litigations. Andy Cotter seconded. Roll call taken Skip Grigas-aye, Andy Cotter-aye, Mike Bruner-aye, John Branz-aye, Bob Voss-aye, and Jacob Wagner-aye. All in favor; motion carried.
Mike Bruner motioned to exit Executive Session at (8:03) pm. Andy Cotter seconded. All in favor motion carried.
John Branz made a motion to release the minutes of April 4, 2022, and hold the minutes of May 16, 2022, and July 5, 2022. Andy Cotter seconded. All in favor, motion carried.
