Village of Herscher Board of Trustees met Nov. 7.
Here are the minutes provided by the board:
Village President Shannon Sweeney called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present: Mike Bruner, John Branz, Bob Voss, Andy Cotter, Jacob Wagner, and Skip Grigas. Also present, Village Clerk Heather Meredith, Janet Mau from The Herscher Pilot, Village Attorney Chris Bohlen, Public Work Employee Keith Witheft, and business owner Dan Martin.
Bob Voss moved to approve the Regular minutes of October 17, 2022; Skip Grigas seconded. All in favor; Motion carried.
John Branz moved to approve the Executive minutes of October 17, 2022; Skip Grigas seconded. All in favor; Motion carried.
STREETS:

FINANCE:
John Branz presented the Accounts Payable Report totaling $70,517.68 to the Board for payment. John Branz moved to accept the accounts payable as presented. Skip Grigas seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, John Branz-aye, Skip Grigas-aye, and Bob Voss-aye. All in favor; Motion Carried.
Payroll presented totaled $20,079.48. John Branz moved to accept payroll as presented, Skip Grigas seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Bob Voss-aye, Skip Grigas-aye, and John Branz-aye. All in favor; motion carried.
John Branz added:
-The Regular Sales Tax is in from August 2022 in the amount of $34,096.03
-The 1% Non-Home Rule Sales Tax in from August 2022 in the amount of $13,105.97
-Received the 3rd distribution of 2021 Real Estate money in the amount of $27,183.25 -Draft of the Tax Levy is finished. Will present it at the November 21st meeting. We will vote on it at the December 5th meeting.
-Starting to review the Health Insurance options for 2023. Our new policy year starts January 1 -Not the actual number, but The Illinois Funds Daily rate is well over 3%
PARKS:
Andy Cotter said stick day went well. It was done a day later due to high winds on Saturday. He said he will be meeting with Nicole Smolkovich to discuss a Grant from the Community Foundation.
WATER AND SEWER:
Mike Bruner says that Andrews Engineering is working on specs for Maple Street water main replacement for possible completion next summer. He said we are needing to purchase a different tractor as the one we have is nonoperational. The price for new we are looking at $65,000. Ideally, we could buy or lease it or we could always buy used.
ORDINANCE:
Jacob Wagner said we issued $1,100 worth of Permits in October. He said he will be getting some quotes for new insulation the attic to hopefully prevent ice damning up and future roof damage.
POLICE:
Skip Grigas said we have lots of non-certified applicants. We are waiting for 1 potential certified application. He said Kurt Quick is retiring from ISP January 1, 2023 wants 2 weeks or so before he starts. The entire department will be having training on the Body Cameras on the 19th.
OLD BUSINESS:
President Sweeney asked the Boards opinion on the Grant Agreement drafted by Attorney Chris Bohlen.
Dan Martin spoke about the Grant applicants and if any of them will be making changes to their current applications. He said that a few may be making some changes.
We will request applications be resubmitted by February 1, 2023.
The Board discussed the letter that was drafted by Chris Bohlen. John Branz pointed out some issues with the letter and said that he and Heather will work with Dennis Schwark to correct it. After it is finished the Board will sign.
NEW BUSINESS:
President Sweeney reminded the Board of the upcoming Mayors Association meeting on November 16th at the Athletic Club. He added that the ribbon cutting, and Grand Opening for Courtyard Estates is November 15th at 5pm.

John Branz made a motion to enter Executive Session (7:35pm) discuss appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the Village of Herscher and Potential Litigations. Bob Voss seconded. Roll call taken Skip Grigas-aye, Andy Cotter-aye, Mike Bruner-aye, John Branz-aye, Bob Voss-aye, and Jacob Wagner-aye. All in favor; motion carried.
John Branz motioned to exit Executive Session at (7:40) pm. Jacob Wagner seconded. All in favor motion carried.
