Village of Herscher Board of Trustees met Nov. 21.

Here are the minutes provided by the board:

Village President Shannon Sweeney called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present: Mike Bruner, John Branz, and Bob Voss, Andy Cotter, and absent: Jacob Wagner and Skip Grigas. Also present, Deputy Village Clerk Vannessa Weaver, Janet Mau from The Herscher Pilot, Village Attorney Chris Bohlen, Police Chief Chad Scanlon and Public Work Employee Keith Witheft.

Bob Voss moved to approve the Regular minutes of November 7, 2022; John Branz seconded. All in favor; Motion carried.

John Branz moved to approve the Executive minutes of November 7, 2022; Bob Voss seconded. All in favor; Motion carried.

STREETS:

Bob Voss spoke about how the heater went out at the Quonset hut and that a new one has been ordered from Petersen Plumbing. He mentioned getting it insulated next year to help with the heating bill, as John Branz spoke about Nicor and how they give us free therms and we have used them all until January of 2023, per year we get 3 free therms times are population each year.

Bob Voss talked about the 1987 Ford Tractor that Keith had found and wanted to purchase for $24,400. Mike Burner moved to purchase tractor. Andy Cotter seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, John Branz-aye, Skip Grigas-absent, and Bob Voss-aye. All in favor; Motion Carried.

FINANCE:

John Branz presented the Accounts Payable Report totaling $27,903.71to the Board for payment. John Branz moved to accept the accounts payable as presented. Bob Voss seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, John Branz-aye, Skip Grigas-absent, and Bob Voss-aye. All in favor; Motion Carried.

Payroll presented totaled $14,329.57. John Branz moved to accept payroll as presented, Mike Bruner seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Bob Voss-aye, Skip Grigas-absent, and John Branz-aye. All in favor; motion carried.

John Branz added:

-The Treasurer’s Report for October shows a total of $2,180,373.52 in all accounts.

-The Telecom Tax is in from August, 2022 in the amount of $1,371.59.

-The Local Share of Income Tax collected in October is in at $15,536.39.

-The Local Share of the State Use Tax from August is in at $4,850.59.

-The Local Share of the Cannabis Use Tax collected in October is in at $199.08.

-The Local Share of the Video Gaming Tax collected in October is in at $1,996.01.

- The IMRF Employer rate for 2023 is 3.27%, that is 1.51 basis points below this year’s rate of 4.78%.

-The Illinois Funds Daily Rate today is 3.642%

- We moved $200,000 more from the General Fund at SBH to the General Fund funds at the Illinois Funds.

-Passing out a draft of the 2022 Tax Levy, using the rate of 4.99%, will vote to adopt it at the December 5th meeting, then it will be filed with the Kankakee County Clerk.

-Move $50,000 from Sewer fund funds to Illinois Funds today.

PARKS:

Andy Cotter talked about the bid sheet for the walking trail and the dog park, he has a call out for pricing on fencing at 2 different companies. He will be meeting with Nicole Smolkovich 11/23/2022 to talk about grant information.

WATER AND SEWER:

Mike Bruner mentioned that they are still working on the specs for the Maple Street project. He talked about how there needs to be inspections done on the water tower and they are working with different companies to figure out which is the best way to go.

ORDINANCE:

Nothing to report

POLICE:

Chief Scanlon said he has some applications for some full and part time officers that he is working on.

OLD BUSINESS:

Letter to Phillip Kambic at Riverside Healthcare was signed by board members and will be mailed.

President Shannon Sweeney talked about Herscher Auto Parts starting their project and that he will need to show proof of cost and labor.

Motion to adjourn by Mike Bruner. Seconded by John Branz. All in favor. Motion carried
