Village of Bourbonnais Board of Trustees met Feb. 6.

Here are the minutes provided by the board:

1. CALL TO ORDER

Meeting called to order at 5:30 PM by Village President Paul Schore

Procedural: A. Pledge of Allegiance - Led by Sydney Wilkey a newly ranked Eagle Scout with Pack 324.

Procedural: B. Roll Call - Village Deputy Clerk Margie Beach

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini.  Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn, and Administrator Mike Van Mill. Village Clerk Brian Simeur was absent.

2. APPROVAL OF MINUTES

Action, Minutes: A. Regular Board Meeting Minutes from January 17, 2023

Motion by Trustee Rick Fischer, second by Trustee Randy King to approve the Regular Board Meeting Minutes from January 17, 2023, as presented.

Final Resolution: Motion Carried

Action, Accounts Payable: A. Finance Committee - Consideration of the February 6, 2023 Accounts Payable

Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve payment of the general and special fund bill list as presented.

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Action, Resolution, Information: A. RESOLUTION NO. 23-1513 - A Resolution Approving Travel, Meal and Lodging Expenses for Eric Cyr to Attend the Building & Fire Code Academy February 27 & 28, 2023

Motion by Trustee Angie Serafini, second by Trustee Rick Fischer to read Resolution 23-1513.

Motion Carried

Aye: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini

> Mr. Van Mill explained it's continuing education for building plan review classes, then Mr. Cyr will be eligible to test for certification.

Motion by Trustee Angie Serafini, second by Trustee Jeff Keast to adopt Resolution 23-1513.

> Mr. Van Mill explained it's an educational program for Americans with the Disability Act and how it applies to the building code and inspections.

Motion by Trustee Angie Serafini, second by Trustee Randy King to adopt Resolution 23-1514.

Final Resolution: Motion Carried

Information: C. Administration Committee

> Trustee Serafini thanked the community and businesses for participating in the Chocolate Tour, along with the volunteers that helped.

> Trustee Serafini announced it is Scout Week, and we will be having Scout Day on Wednesday, February 22, 2023. Scouts will shadow Village Department Heads along with the Bourbonnais Fire District, and host a mock Board meeting.

> Trustee Serafini announced the return of the St. Patrick's Day Dinner for Seniors on Tuesday, March 14 at the Quality Inn at 5:00 PM. Seniors will need to purchase tickets through the Park District, and deadline is March 1, 2023.

 8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair

Information: A. C&ED Committee

> Trustee Keast gave a report from the Building department for the month in January:

> We had no new home permits - down compared to two last year.

> We had 38 permits issued and valuations are up due to the Campus Plan by $19.2M

> Building department is going to start reporting code violations and inspections in upcoming meetings.

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A. Police Committee

> Trustee Greenlee went over bi-weekly report from Chief Phelps which has a new format.

> Chief Phelps stated the Annual Police report was sent out today for the Board to review.

> Chief Phelps gave an update on the eligibility list for new hires for officers.

 10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Action, Resolution, Information: A. RESOLUTION NO. 23-1515 - A Resolution Approving and Authorizing the Execution of a Resolution for Maintenance Under the Illinois Highway Code with the Illinois Department of Transportation

Motion by Trustee Randy King, second by Trustee Jeff Keast to read Resolution 23-1515.

> Superintendent Terry Memenga explained the 2022 expenditures for MFT exceeded the original Resolution authorizing MFT funds for the year, went over around $7,000.  IDOT needs us to authorize those expenses with a new Resolution.

Motion by Trustee Randy King, second by Trustee Jeff Keast to adopt Resolution 23-1515.

Information: B. Public Works Committee

 Mr. Memenga gave an update on Public Works:

> Expended 425 tons of salt, covered 3,175 driving miles clearing snow, 619 hours of straight and overtime, total costs for expenses so far is around $85,000.

> Doing internal projects and property improvements, brought out the street sweeper again with the mild weather

> Storm sewers have been worked on as well.

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair

Information: A. Utility Committee

> Trustee Littrell stated we are working on having annual utility meeting with Republic, Aqua, Nicor and Com Ed, and will let you know when that date is.

15. VILLAGE PRESIDENT'S REPORT - Paul Schore

Action, Resolution, Information: A. PROCLAMATION NO. 23-347 - A Proclamation Designating February 5 through February 11, 2023 as "Scout Week" in the Village of Bourbonnais, Illinois

Motion by Trustee Rick Fischer, second by Trustee Randy King to read Proclamation 23-347 in its entirety.

Motion Carried

Following the reading by Deputy Clerk Beach, a motion was made by Trustee Rick Fischer, second by Trustee Randy King to adopt Proclamation 23-347.

 > Mayor Schore announced we are bringing back Scout Day on Wednesday, February 22, 2023 in the Village of Bourbonnais offices.

 Information: B. Mayor Updates

> Mayor Schore thanked all who participated in the Chocolate Tour, we had 350 tourists journey to 35 Bourbonnais businesses.  Thanked our co-hosts Bourbonnais Township Park District, title sponsor Sweet Street for continued active involvement, and all sponsors, business stops, raffle basket donors and volunteers.  A special thank you to Principal Sue Goselin at Bishop McNamara Catholic School for welcoming Chocolate Tour into their school while our Community campus is under construction. Congratulations to all the winners. This years proceeds will benefit Village park improvements and funding for programs and events at Bourbonnais Park District.

> Mayor Schore gave an update on IDOT road projects: Route 50 & Armour Rd still relocating utilities as long as the weather allows; Armour Road over the IL Central Railroad bridge replacement they had to redesign the whole structure to support the new bridge deck, redesign is due by late February, work should begin in the spring; and Route 102 from the Will County line to US Route 45 milling, resurfacing roads and traffic signal work will start up in spring and summer.

> On Monday, February 20, the Village offices will be closed in observance of President's day.  The next Board meeting will take place Tuesday, February 21, 2023 at 5:30.
