Village of Herscher Board of Trustees met July 3.
Here are the minutes provided by the board:
Village President Shannon Sweeney called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present: Gayle Landeck, Mike Bruner, and Skip Grigas. Deputy Village Clerk Vannessa Weaver, Village Attorney Chris Bohlen and Police Chief Kurt Quick were also present. Absent Trustees: Jeremy Bauer, Jacob Wagner, and Andy Cotter
Gayle Landeck moved to approve the Regular minutes of June 20, 2023; Skip Grigas seconded. Motion carried.
STREETS:
Shannon Sweeney let the board know that the cameras will be installed in the next couple of weeks.
FINANCE:
Mike Bruner presented the Accounts Payable Report totaling $46,359.44 to the Board for payment. Mike Bruner moved to accept the accounts payable as presented. Skip Grigas seconded. Roll call taken: Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-absent, Jeremy Bauer-absent, Skip Grigas-aye, Shannon Sweeney-aye, and Gayle Landeck-aye. All in favor; Motion Carried.
Payroll presented totaled $16,765.40. Mike Bruner moved to accept payroll as presented. Skip Grigas seconded. Roll call taken: Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-absent, Jeremy Bauer absent, Skip Grigas-aye, Shannon Sweeney-aye, and Gayle Landeck-aye. All in favor; Motion Carried.
Mike Bruner moved to approve the Budget for FY 23-24. Gayle Landeck seconded. Roll call taken: Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-absent, Jeremy Bauer-absent, Skip Grigas-aye, Shannon Sweeney-aye, and Gayle Landeck-aye. All in favor; Motion Carried.

PARKS:
Nothing to report.
WATER AND SEWER:
Mike Bruner said Jeremy Bauer has spoken to someone about coming the end of July to look at the integrity of the water tower.
ORDINANCE:
Gayle Landeck let the board know that we had 5 permits for the month of June.
Gayle Landeck reviewed the quote from JD Tree Trimming and Removal for taking care of the 16 pine trees in the alley way by Vernon Street. All 16 pine trees will trimmed all the way around to clear the alley.
Gayle Landeck spoke about the variance that Bonomo’s need for their 3 trailers at their house. She asked Attorney Chris Bohlen if it needed to go to the Planning and Zoning Board before the Board
makes their decision on whether or not to give them the variance. Chris stated it does not have go to the Planning and Zoning Board. Gayle stated that Bonomo’s have 7 days to get the paperwork for the variance back so it can be handled at the August 7 Board Meeting.
Gayle Landeck let the Board know that a search warrant for 203 N Oak and they would be going to the house on Saturday.
POLICE:
Skip Grigas let the board know that he would like to move forward with hiring a full-time and part time officer.
Chief Kurt Quick let the board know that Sate’s Attorney Jim Rowe will be replacing one the Police Department’s radar at no cost to the Village.
OLD BUSINESS:
Shannon Sweeney talked about the sidewalk reimbursement at 151 S Main Street. Mike Bruner moved to approve covering the cost of the additional two sidewalks and 50% of the main sidewalk. Skip Grigas seconded. Roll call taken: Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-absent, Jeremy Bauer-absent, Skip Grigas-aye, Shannon Sweeney-aye, and Gayle Landeck-aye. All in favor; Motion Carried.
NEW BUSINESS:
Mike Bruner moved to approve Building Permit Extension at 120 S Main. Skip Grigas seconded. All in favor. Motion carried.
Shannon Sweeney let the Board know that Verizon sent over the new rental agreement for the Village.
Shannon Sweeney let the Board know that he is still waiting to hear back from Surf Internet on their proposal.
Shannon Sweeney let the Board know that the School’s Bus Garage plans have been submitted and they need a letter stating that they are in compliance with all ordinances. Attorney Chris Bohlen said he will double check and let Vannessa know if they are and then a letter can be sent.

EXECUTIVE SESSION:
Mike Bruner made a motion to enter Executive Session (7:37pm) to discuss appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the Village of Herscher and potential Litigations. Skip Grigas seconded. Roll call taken: Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-absent, Jeremy Bauer-absent, Skip Grigas-aye, Shannon Sweeney-aye, and Gayle Landeck-aye. All in favor; Motion Carried.
Gayle Landeck motioned to exit executive session at 7:49p.m. Skip Grigas seconded. All in favor motion carried.
