Village of Bourbonnais Board of Trustees met Oct. 2.

Here are the minutes provided by the board:

Attorney Patrick Dunn stated Village President Paul Schore will be absent this evening and requested the Board to nominate one of the Trustees to function as the Temporary Chairman for the Regular Board Meeting.

Motion by Trustee Randy King, second by Trustee Angie Serafini to appoint Trustee Rick Fischer as the Temporary Chairman for tonight's meeting.

Final Resolution: Motion Carried

Aye: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jack Littrell, and Trustee Angie Serafini. Trustee Jeff Keast was absent.

1. CALL TO ORDER

Meeting called to order at 5:30 PM by Temporary Chairman Rick Fischer.

Procedural: A. Pledge of Allegiance led by Clark Meents, a 4th grade student from Liberty School.

Procedural: B. Roll Call - Village Clerk Brian Simeur

Members present: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn, and Administrator Michael Van Mill. Absent: Mayor Paul Schore and Trustee Jeff Keast.

2. APPROVAL OF MINUTES

Action, Minutes: A. Regular Board Meeting Minutes from September 18, 2023

Motion by Trustee Jack Littrell, second by Trustee Angie Serafini to approve the Regular Board Meeting minutes from September 18, 2023, as presented.

Final Resolution: Motion Carried

Action, Accounts Payable: A. Finance Committee - Consideration of the October 2, 2023 Accounts Payable

Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve the general and special fund bill list as presented.

Action, Ordinance: B. ORDINANCE NO. 23-2414 - An Ordinance Authorizing and Approving a Development Agreement Between PSI Construction LLC and the Village of Bourbonnais, Kankakee County, Illinois (FIRST READING)

> Following the first reading by Clerk Simeur, Attorney Patrick Dunn stated this is an Agreement that requires certain Tax Increment Financing payments be made to the developer PSI Construction LLC. The term is 16 years, or upon the termination of the TIF district, whichever occurs first. It is for the creation of 4 industrial buildings on approximately 53 acres, they will be phased, and not built all at once. There are provisions in the Agreement as to how the increment from the development will be divided amongst the various parties, 15% of the total increment will be reserved specifically for other

taxing bodies involved in that district including school districts, and other taxing bodies. The remainder 85% increment will be divided between the Village and the developer.

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Action, Ordinance: A. ORDINANCE NO. 23-2413 - An Ordinance Amending Chapter 4, Alcoholic Liquors of the Municipal Code of the Village of Bourbonnais, Illinois Creating One Additional Class A License (FIRST READING)

> Following the first reading by Clerk Simeur, Attorney Patrick Dunn stated this will create a Class A restaurant licenses, Candy & Cake Restaurant is the applicant.

Information: A. Administration Committee

> Trustee Serafini gave an update on events:

> Trick or Treating hours in the Village are from 5:00-7:00 PM on Halloween on Tuesday, October 31, 2023.

> Court Street Ford is having their annual Trunk or Treat on Monday, October 30, 2023 from 5:00-7:00 PM stop by the Village's truck for a treat.

> Bourbonnais Upper Grade Center is having their Fright Night Concert on Thursday, October 26, 2023 from 6:00- 8:00 PM, trick or treating will be available after the concert.

> Bourbonnais Fire Protection District's Community Open House is set for Saturday, October 28, 2023 from 12:00- 4:00 PM, the trunk or treat fest with food trucks and community tables will be available.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair - Absent Information: A. Reminder there is a Committee Meeting on Thursday October 5, 2023 at 3:30 PM

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A. Police Committee

> Trustee Greenlee stated we are still taking entry level applications for Police Officers until November 1, 2023.

> Chief Phelps stated we are looking to hire lateral Officers, and the applications are on the Bourbonnais Police website.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

> Trustee King read a memo from Superintendent Terry Memenga on project updates:

> Sidewalk Crew - Phase I of the Patriot Path has been completed. Excavation on remaining phases has begun, complete Phase II by October 6, and Phase III by October 13. Terraces, cleanup, and restoration should be completed by October 27.

> Tree trimming along Latham Drive is complete.

> IDOT Route 102 project continues.

> Mosquito spraying operations have concluded for the season.

> Mowing continues.

> Brush collection ends in October, we will run all four routes one more time per the schedule that can be found on the Village website.

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair - None

12. COMMITTEE MEETING SET

> C&ED meeting will be held at 3:30 PM on Thursday, October 5, 2023 in the Village Board Room.

> Finance meeting on Wednesday, October 11, 2023 at 4:00 PM in the Village Board Room.

> Next Regular Board meeting will be held at 4:00 PM on Monday, October 16, 2023.

13. VILLAGE ADMINISTRATOR'S REPORT - Michael Van Mill - None

15. VILLAGE PRESIDENT'S REPORT - Paul Schore - Absent - Trustee Rick Fischer filled in.

> Positions remain open for entry level and lateral Police Officers, see the Village website.

> Next Regular Board meeting will be held at 4:00 PM instead of 5:30 PM.
