1. Meeting Opening
Meeting called to order at 4:00 PM by Trustee Rick Fischer
Discussion: A. Roll Call - Trustee Rick Fischer at 4:00 PM
Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, and Trustee Jack Littrell. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn, Administrator Michael Van Mill, Finance Director Tara Latz, Chief Jim Phelps, Public Works Interim Assistant Superintendent Frank Triveline and Admin Assistant Margie Beach. Absent: Trustee Angie Serafini
2. Review and Approve Committee Minutes
Action, Minutes: A. Finance Committee Minutes from September 27, 2023
Motion by Trustee Jack Littrell, second by Trustee Jeff Keast to approve the Finance Committee minutes from September 27, 2023, as presented.

3. Bill Lists
Accounts Payable: A. General Fund
> Questions on invoices and payments were discussed and answered by Mrs. Latz and Mr. Triveline.
The General fund bill list was reviewed and the Finance Committee agreed to proceed with payment of the bills at the Regular Board meeting on October 16, 2023.
Accounts Payable: B. Special Fund
The Special fund bill list was reviewed and the Finance Committee agreed to proceed with payment of the bills at the Regular Board meeting on October 16, 2023.
4. Other Business
Discussion: A. Annual Treasurers Report for FY23
> Mrs. Latz went over the Annual Treasurer's report for FY23. State statue mandates that this report be published within 6 months from the end of the fiscal year. It will be published in the local newspaper Daily Journal by the end of October (on Board Docs).
Discussion: B. Kroger Property Tax Appeal
> Mrs. Latz went over Kroger's property tax appeal request. They typically go through this process each year. Gave an overview of Kroger's assessed value since 2009 (on Board Docs).
Discussion: C. Census Update
> Mrs. Latz went over the 2020 Census where it shows we have decreased 467 residents from 2010. These population numbers affect our State Income tax, Local Use tax, State Cannabis Excise tax and Motor Fuel tax. We believe the numbers should have gone up due to all the housing that has been completed during those 10 years. One large deficiency in populations is near Olivet University when students were not there due to COVID when the census was taken.
> We have reached out to the Special Census program and received a cost to do a Special Census of $526,698 this cost quote is valid for 90 days, and would have to be paid up front (on Board Docs).
> Mrs. Latz provided an analysis of a 10-year impact, broken down by General Fund, Restricted (Cannabis), and Motor Fuel Fund. Figures were provided if we could recoup 6 years of the numbers using 18,631 versus 18,164 for the projected total impact over full 10 years (on Board Docs).
Discussion: D. Coming Topics in November
> Mrs. Latz stated discussions will need to be had on Bond Abatements, Tax Levy, Police Pension Actuarial report, FY23 Audit Report, and TIF Extension update.
> Next Finance meeting will be November 1, 2023.
Discussion: E. Other
> Kankakee County Chamber Annual Gala will be held on November 29, 2023 is looking for sponsorship. This will be discussed at the next meeting.
> Mayor Schore stated new ownership at Brickstone Production Brewery will be occurring this month. We will need to transfer this brewery license to the new owners. Attorney Dunn explained legislation will not need to be created.
> Reminder Monday's Regular Board meeting will be at 4:00 PM.
> Closed session minutes will need to be reviewed at the November 6 Regular Board meeting during Executive Session.
