Village of Herscher Board of Trustees met Dec. 18.

Here are the minutes provided by the board:

Village President Shannon Sweeney called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present: Jeremy Bauer, Mike Bruner, Andy Cotter, Skip Grigas, and Gayle Landeck, Jacob Wagner was absent. Also present, Police Chief Kurt Quick, Village Deputy Clerk Vannessa Weaver, Attorney Chris Bohlen, Public Works Keith Witheft, and residents Kevin and Kelly Schlutt.

­­­­Jeremy Bauer moved to approve the Regular minutes of December 4, 2023; Skip Grigas seconded. All in favor; Motion carried.

STREETS:

Mike Bruner spoke about increasing the pay for snowplowing for our part time person. Will discuss more at the next meeting.

Mike Bruner told the Board that according to Attorney Chris Bohlen that President Shannon Sweeney can have access to viewing the new cameras but only for emergency situation(s) were there is no police on duty to view them.

Andy Cotter spoke about the trees that need to come down on South Elm Street, will have Jacob Wagner contact JD to get a price.

FINANCE:

Mike Bruner presented the Accounts Payable Report totaling $131,893.40 to the Board for payment. Mike Bruner moved to accept the accounts payable as presented. Skip Grigas seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-aye, Skip Grigas-aye, and Gayle Landeck-aye. All in favor; Motion Carried.

Payroll presented totaled $18,037.21. Mike Bruner moved to accept payroll as presented, Skip Grigas seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-aye, Skip Grigas-aye, and Gayle Landeck-aye. All in favor; Motion Carried.

Mike Bruner added:

The Regular Sales Tax from September is in at $38,767.83.

The 1% Non-Home Rule Sales Tax is in from September at $15,379.47.

The Telecom Tax is in from September in the amount of $1,150.46.

The Local Share of Income Tax collected in September is at $13,949.27.

The Local Share of the State Use Tax is in from September in the amount of $5,126.09.

The Local Share of Cannabis Use Tax collected in November is in at $186.15.

The Local Share of Video Gaming Tax collected in October is at $2,215.85.

The Illinois Funds Daily rate today was 5.473%

PARKS:

Andy Cotter let the Board know that the new waterline at Village Park had been installed and they are finished with it now.

WATER AND SEWER:

Jeremy Bauer let the Board know that they are working on a hydrant at the water plant right now.

Jeremy Bauer added:

They are working with Village Engineer Al Deany and Attorney Chris Bohlen to get legal documents sent to the resident on Maple that we will be replacing their water line, per IEPA.

There was a resident on Maple that was unhappy with the concrete and yard work that Tobey’s Construction did, Jeremey Bauer stated he talked to the resident and also Dale at Tobey’s and they went back down and worked on the issues. Resident seems to be happy.

ORDINANCE:

Gayle Landeck moved to approve the first reading of Ordinance #23-18. Andy Cotter seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-aye, Skip Grigas-aye, and Gayle Landeck-aye. All in favor; Motion Carried.

Gayle Landeck motioned to approve Ordinance #23-19 but President Shannon Sweeney said that we need to change the wording so that it specifies where the trash cans need to be placed.

POLICE:

Skip Grigas let the Board know that the Police Department hired a new part time officer Pedro Solis.

Chief Kurt Quick let the Board know that Kankakee County Sherif’s Police wanted the wording changed to the Buckingham contract, to state that KanCom will page out Kankakee County Police when Herscher has no officers on duty. Skip Grigas moved to approve. Mike Bruner seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-aye, Skip Grigas-aye, and Gayle Landeck-aye. All in favor; Motion Carried.

OLD BUSINESS:

Nothing to report.

NEW BUSINESS:

Jeremy Bauer moved for the approval for carry over vacation time for Keith Witheft at 40 hours and Sara Meister at 32 hours. Skip Grigas seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-aye, Skip Grigas-aye, and Gayle Landeck-aye. All in favor; Motion Carried.

OPEN TO THE FLOOR:

Kevin Schlutt spoke to the Board about his trailers and the ticket that Officer Paul Berge wrote him, he stated that he was only in the house for 15 minutes when Officer Berge wrote the ticket. Chief Quick stated that we will throw out the one ticket but they need to get everything tagged and plated correctly. Kevin stated that he is working on it and has the trailer plated now and will get Chief Quick the plate. President Shannon Sweeney said that he wants Kevin to get car covers for each of the vehicles that is made for the vehicles not just a tarp. Kevin stated that the monster trucks will be hard to do that but will look into it.

Motion to adjourn by Gayle Landeck. Seconded by Skip Grigas. All in favor. Motion carried.
