Village of Bourbonnais Finance Committee met Dec. 27.

Here are the minutes provided by the committee:

1. Meeting Opening

Meeting called to order at 4:00 PM by Trustee Rick Fischer

Discussion: A. Roll Call - Trustee Rick Fischer at 4:00 PM

Members present: Mayor Paul Schore, Trustee Rick Fischer, Trustee Randy King, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Administrator Michael Van Mill, Finance Director Tara Latz, Deputy Chief Dave Anderson, Interim Public Works Assistant Superintendent Frank Triveline and Admin Assistant Margie Beach. Absent: Trustee Bruce Greenlee, Trustee Jeff Keast and Attorney Patrick Dunn

2. Review and Approve Committee Minutes

Action, Minutes: A. Finance Committee Minutes from December 13, 2023

Motion by Trustee Jack Littrell, second by Trustee Angie Serafini to approve the Finance Committee minutes from December 13, 2023, as presented.

Final Resolution: Motion Carried

Aye: Trustee Rick Fischer, Trustee Randy King, Trustee Jack Littrell, and Trustee Angie Serafini

3. Bill Lists

Accounts Payable: A. General Fund

> Mr. Triveline gave an update on the two tandem plow trucks that were ordered a year and a half ago. He was told the trucks are going into production at the end of this month.

> Questions on bill payments were discussed and answered by Mrs. Latz and Mr. Triveline.

The General fund bill list was reviewed and the Finance Committee agreed to proceed with payment of the bills at the Regular Board meeting on Wednesday, January 3, 2024.

Accounts Payable: B. Special Fund

> The Special fund bill list was reviewed and the Finance Committee agreed to proceed with payment of the bills at the Regular Board meeting on Wednesday, January 3, 2024.

4. Other Business

Discussion: A. MLK Jr Memorial Foundation Donation Request

> Finance Director Latz stated we received a donation request from Dr. Martin Luther King Jr. Memorial Foundation for events and scholarship funds.

> Mayor Schore will be in attendance at the Prayer Breakfast on Dr. Martin Luther King holiday at ONU. Finance Committee agreed to decline this donation request at this time.

Discussion: B. Kankakee County Intergovernmental Cooperation Agreement (DCEO Grant for Pickleball Court Construction)

> Mrs. Latz explained the attached Intergovernmental Agreement from Kankakee County for the State of IL DCEO Grant of $50,000 for general infrastructure improvements, which other municipalities received as well (on Board Docs).

> Mr. Van Mill stated we were asked to put together a plan for a project with photographs of the location and what it would look like. We are proposing to build a 4 court pickleball complex with possibility of multi use. Public Works Superintendent Terry Memenga provided a memo explanation for these courts with an estimated cost of $280,000 at Ed Hayes Park designed by MG2A Engineer Mike Gingerich.

> Mrs. Latz stated we could apply ARPA funds for this project.

Finance Committee agrees to move forward with approving the Intergovernmental Agreement with the County for the DCEO Grant to build a Pickleball Complex, and legislation will need to be created for a future Regular Board meeting.

Discussion: C. ARPA Update

> Mrs. Latz provided the ARPA funds project list to show what the monies have been spent on for so far, and suggests using $230,000 of these funds to build the Pickleball Complex (on Board Docs).

> Reminder we will need to allocate the remaining funds by the end of December 2024.

Discussion: D. TIF Update

> Mrs. Latz stated the Governor signed the Village's Industrial TIF extension request into law. We will need to amend our TIF plan from 2006 to the new date, and formal legislation will need to be created. We will start this process in January 2024.

> The date has been set for our Joint Review Board annual meetings on January 18, 2024 for the Industrial TIF at 10:00 and Main Street TIF at 10:45 AM with the taxing bodies.

Discussion: E. Other

> Trustee Angie Serafini stated the Bourbonnais Braves travel baseball team approached her asking if the Village of Bourbonnais would donate to their club.

Finance Committee agreed to decline this donation request at this time.

Motion by Trustee Jack Littrell, second by Trustee Angie Serafini to adjourn the Finance Meeting at 4:27 PM. Final Resolution: Motion Carried
