City of Momence City Council met March 4.

Here are the minutes provided by the council:

The City Council Meeting of the City of Momence was held in the Council Chambers at 29 North Dixie Highway, Momence.

ROLL CALL

Roll was called by the Clerk with Aldermen Doody, Vela, Huddelston, Clark, Fordahl, Cook, Temple and Lesyna present.

APPROVAL OF PREVIOUS MEETING MINUTES

Alderman Lesyna made motion to approve the minutes of February 19. Alderman Temple seconded the motion with Aldermen Doody, Vela, Huddelston, Clark, Fordahl, Temple and Lesyna voting yes. Aldermen Cook passed.

APPROVAL OF THE BILLS

Alderman Doody made motion to approve the bills for payment. Alderman Cook seconded the motion with Aldermen Doody, Vela, Huddelston, Clark, Fordahl, Cook, Temple and Lesyna voting yes.

CITIZENS FOROM – Arturo Lehigh – requesting permission for a horse carriage from St. Patrick Church to their farm (Vincennes) with about 25-30 horses 2PM. Council requested a change of route due to state highways. Washington Street to Railroad. Alderman Cook made motion to approve. Alderman Fordahl seconded the motion along with Aldermen Doody, Vela, Huddelston, Clark, Fordahl, Cook, Temple and Lesyna voting yes.

Old Business – Alderman Clark – made a motion to pay street sweeper in full in leu of financing. Alderman Huddelston seconded the motion along with Aldermen Doody, Vela, Huddelston, Clark, Fordahl, Cook, Temple and Lesyna voting yes.

Lions Park – still tabled as to who will take care of and maintain. In talks with park district and Vandrunens. Alderman Cook requested to be involved.

Aldermanic – Alderman Lesyna – requested to table the liquor license ordinance until next meeting

Alderman Vela – Baxter and Woodman – rate study cost of $49,700.00. Alderman Vela made motion to approve. Alderman Lesyna seconded the motion along with Aldermen Doody, Vela, Huddelston, Clark, Fordahl, Cook, Temple and Lesyna voting yes.

Amendment to the engineering cost of $362,250.00 not to exceed 1.134 million. This will be split up over the next year (through May 2025) loan fundable. Alderman Vela made motion to approve. Alderman Cook seconded the motion along with Aldermen Doody, Vela, Huddelston, Clark, Fordahl, Cook, Temple and Lesyna voting yes.

We have the ability to introduce permitting on the industrial users – Mayor indicated it will take more time due to the industries do not have the sampling stations set up. Also, will take time and more money for the permits to be issued.

Contract was approved to prepare the permits. Baxter and Woodman could start working on these now.

Clarifier – ARP fund to be spent on infrastructure. $200,000.00 split between ARP with the balance coming from sewer. Alderman Vela made motion to approve. Alderman Doody seconded the motion along with Aldermen Doody, Vela, Huddelston, Clark, Fordahl, Cook, Temple and Lesyna.

Alderman Doody – Budget and Finance, March 18 at 7:15 PM

Department Heads –Scott – chipping will be starting next week or the 19th along with the leaf truck Tina – water bills were sent out with an incorrect date. This has been updated to show March 1 Treasurer report –

MAYORAL REPORT – Momence Gladiolus Festival requested street closures for the festival August 8-11, 2024. Alderman Vela made motion to approve. Alderman Doody seconded the motion along with Aldermen Doody, Vela, Huddelston, Clark, Fordahl, Cook, Temple and Lesyna voting yes.

Weather is breaking – golf carts and side by sides are using highways in town. This is against the ordinance and this will be enforced. Chief to post on FB page.

Alderman Doody made motion to adjourn. Alderman Clark seconded the motion Aldermen Doody, Vela, Huddelston, Clark, Fordahl, Cook, Temple and Lesyna voting yes.

Meeting adjourned at 8:12 PM
