Meeting called to order at 5:30 PM by Village President Paul Schore

1. CALL TO ORDER

Action, Ordinance: B. ORDINANCE NO. 24-2439 - An Ordinance Approving and Ratifying a Request for Change Order 12 to the Village Green Project (SECOND READING)

➢ Following the second reading by Clerk Simeur, Assistant Administrator Laurie Cyr stated Change Order #12 is in the amount of $174,733 for relocation of underground utilities and conflicts that have been encountered during the course of construction. Also, upgrades need to be completed for the technology system and LED screen on the stage, additional safety bollards, and adjustments with Com Ed. Some of these changes will be reimbursed.

➢ Mayor Schore stated we are at 3.6% on budget overages so far for the Campus project.

Action, Ordinance: C. ORDINANCE NO. 24-2440 - An Ordinance Approving an Amendment to the Redevelopment Project and Plan for the Village of Bourbonnais Industrial Park Conservation Area Relative to a 12-Year Term Extension of the Duration of the TIF District (SECOND READING)

Motion by Trustee Bruce Greenlee, second by Trustee Jeff Keast to read Ordinance 24-2440 by title only. Motion Carried

➢ Following the second reading by Clerk Simeur, Finance Director Tara Latz explained this will amend the Village's original TIF Plan from 2006 when the Bourbonnais Industrial Park Conservation Area TIF was established. As reported last fall, we were successful in getting our TIF extended by the statutorily allowed 12-year period, and support was received by all the taxing bodies. This extension will allow additional time to continue to incentivize future economic development within our community. This is the formality to update our plan and reflect the new date, which the TIF Plan will now go through 2041 instead of the previous date of 2029.

Action, Ordinance: D. ORDINANCE NO. 24-2441 - An Ordinance Establishing Salaries and Compensation for the Village President and Clerk Positions (FIRST READING)

➢ Following the first reading by Clerk Simeur, Mr. Van Mill stated the last time their compensation was adjusted for the Mayor and Clerk positions was in 1989 - 35 years ago. Adjustments for the Board's compensation was updated two years ago. A survey was completed for the Mayor and Clerk's positions, and a recommendation was made by the Committee to the Board to modify the compensation for the Mayor from $12,000 to $16,000/year, and the Clerk's position from $4,200 to $6,000/year. This increase would not occur until after the next election in May of 2025.

Action, Ordinance: E. ORDINANCE NO. 24-2442 - An Ordinance Approving a Contract Concerning a Copier and Copier Maintenance with Proven IT (FIRST READING)

➢ Following the first reading by Clerk Simeur, Mrs. Latz stated this Ordinance will enter the Village into a 5-year agreement with Proven IT for the copier at the Administration building, which will save the Village $6,100 or 50% of the current lease with Xerox annually.

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Action, Ordinance: A. ORDINANCE NO. 24-2438 - An Ordinance Establishing Regulations of Unscheduled Intercity Buses (SECOND READING)

Motion by Trustee Angie Serafini, second by Trustee Jack Littrell to read Ordinance 24-2438 by title only. Motion Carried

➢ Following the second reading by Clerk Simeur, Attorney Dunn explained this creates regulation in a section in Chapter 34 of the Code of Ordinances to control Unscheduled Intercity Buses that would come into the Village and drop off individuals. It sets a regulatory scheme that requires an application to be made before any drop-offs the Village has an opportunity to prepare and assist any person who is dropped off. The focus is on the safety of the passengers that would be dropped off. This also sets up a fine structure for buses that do not comply with the regulatory scheme of $750 per passenger that is dropped off without notice.

➢ Following the reading by Clerk Simeur, Planning Commissioner Mark Argyelan introduced new member Michelle Bade who will be replacing Member Paul Cavitt. Mrs. Bade introduced herself and gave some background information. Also, Mrs. Bade thanked the Board for the opportunity to serve on the Planning Commission Board.

➢ Trustee Serafini announced a Save the Date for our free Annual Easter Egg Hunt at Perry Farm on Saturday, March 23, 2024, at 10:00 AM for children ages 10 and under, please bring your own basket or bag. Information is available on the Village's website or Facebook page.

➢ Thank you to those who nominated and voted for Bourbonnais Friendship Festival and Food Truck Festival, which won 1st and 3rd Place in the Daily Journal's 2024 Reader's Choice awards.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair

Action, Ordinance: A. ORDINANCE NO. 24-2443 - An Ordinance Amending the Zoning Classification of Property Commonly Referred to as 246 North Convent Street, Bourbonnais, IL (FIRST READING)

➢ Following the first reading by Clerk Simeur, Ms. Cyr explained at the February Planning Commission meeting we had one case PR24-0001 that was presented to rezone a parcel from B-1 to R-1 at 246 N Convent Street. The property is currently up for sale and has been vacant for more than 6 months, the current configuration of the lot does not meet the standards for a B-1 Business lot. The Planning Commission voted 6-0 to approve the rezoning of 246 N. Convent Street from B-1 Central Commercial Business to residential R-1 One-Family Residence.

Motion by Trustee Jeff Keast, second by Trustee Randy King to suspend the rules and have a second reading on Ordinance 24-2443.

Action, Ordinance: B. ORDINANCE NO. 24-2444 - An Ordinance Approving and Causing Publication of the Official Zoning Map of the Village of Bourbonnais (FIRST READING)

➢ Following the first reading by Clerk Simeur, Ms. Cyr explained this is the annual adoption of the Zoning Map. We had one annexation and two rezoning cases, so they have been updated on the Zoning Map for 2024.

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A. Police Committee

➢ Trustee Greenlee asked Deputy Chief Anderson to give an update on the Polar Plunge that occurred last Saturday, March 2, 2024. The Police Department collected $5,477 for the Special Olympics. There were 20 members from the Village staff and families that participated.

➢ The upcoming fundraising events for Special Olympics is Cop on the Roof Top at Dunkin Donuts on May 17 and the annual Torch Run will be on June 5, 2024.

Information: A. Mayor Updates

➢ Mayor Schore is asking residents in our community to participate in the Riverfront Park Survey, which is on the Village's website, and also on our Facebook page until March 8, 2024. The goal of this process is to identify, plan, and design modifications to the park to continue highlighting the site's unique features and serve the community by providing high-quality open space and recreation opportunities.

➢ Monthly Brush & Yard Waste pickup service provided by our Public Works will start back up on March 27 with Area 1. The weekly yard waste pick-up service provided by Republic Services will start back up on Monday, April 1. To view schedules and maps, please visit the Village's website.
