The Regular Meeting of the Board of Education of Bourbonnais Elementary School District No. 53, Kankakee County, Illinois was called to order by President Rob Rodewald on Tuesday, June 27, 2017 at 7:02 PM at the Administrative Offices, 281 W John Casey Road, Bourbonnais, IL.


1.02 Pledge of Allegiance.

1.03 The following members answered roll call: John Hall, Jamie Freedlund, Rich McBarnes, Nicole McCarty, Jayne Raef, Rob Rodewald.

Absent: Michael Jurka

District Administrators Present: Superintendent Daniel Hollowell, Ed,D.; Dr. James Duggan, Director of Instruction, Bernadette Henriott, Director of Student Support Services; Kevin Baker, Director of Business Services; Dennis Crawford, Associate Director of Business Services; Mary Bicknell, Principal; Jeffrey Gindy, Principal; Jon Hodge, Principal; Shirley Padera, Principal; Roger Hale, Technology Director.

2. Recognition of Staff, Students and Community

2.01 Recognition of Students - Claudia Dolliger-Stevens, Bourbonnais Upper Grade Center IESA State Track and Field

On behalf of Bourbonnais Elementary School District No. 53, Jeff Gindy, Principal, recognized Claudia Dolliger-Stevens, eighth grade student for winning two medals at the 2017 IESA State Track Meet. Claudia placed 4th in the shot put with a throw of 34 feet, five inches and 5th place in the discus with a throw of 95 feet, 2 inches.

2.02 Recognition of Students - Shreeta Vachhani, Bourbonnais Upper Grade Center, Scripps National Spelling Bee

On behalf of Bourbonnais Elementary School District No. 53, Jeff Gindy, Principal, recognized Bourbonnais Upper Grade Center student Shreeta Vachhani. Shreeta participated in the 2017 Scripps National Spelling Bee in Washington DC at the end of May. She finished in a tie for 41st place with numerous other participants. Shreeta advanced to the national bee by winning the Iroquois-Kankakee Regional Bee last February.

2.03 Recognition of Community - Kia of Bradley, Brittany Slack and Nick Sokolsky

On behalf of Bourbonnais Elementary School District No. 53, Shirley Padera, Principal, recognized Kia of Bradley, Brittany Slack and Nick Sokolsky for supporting Alan Shepard School by creating an award program to improve student attendance. Kia of Bradley donated 32 bikes. Our perfect attendance improved 25% this school year.

2.04 Recognition of Community - Community Garden Partners Holly Froning

On behalf of Bourbonnais Elementary School District No. 53, Dr. Jim Duggan, Director of Instruction, recognized Holly Froning for her work in getting the BESD 53 Community Garden planted this year. Holly provided a wide array of ideas and resources at the initial phase of the process which allowed us to move forward. She also collaborated with Kankakee Community College to get some seedlings started for the project. We greatly appreciate Holly's support and look forward to continuing the partnership on the garden and other projects in the future.

2.05 Recognition of Community - Community Garden Partners Kelly McCully, Bourbonnais Public Library

On behalf of Bourbonnais Elementary School District No. 53, Dr. Jim Duggan, Director of Instruction, recognized Kelly McCully from the Bourbonnais Public Library for her work in getting the BESD 53 Community Garden project off the ground this year. Kelly infused a great deal of energy and great ideas into project to ensure its success. She also facilitated the communication between the library board and BESD 53 to make sure that the scope and details of the partnership were clear. Finally, Kelly and the library staff were great hosts on the planting days and she has supported and encouraged her staff to take an active role in planting and tending to the bales throughout the season.

2.06 Recognition of Staff - Community Garden Dr. Jim Duggan, Director of Instruction

On behalf Bourbonnais Elementary School District No. 53 Superintendent Daniel Hollowell Ed.D. recognized Jim Duggan for his efforts with the community garden. Jim has been the driving force behind the garden, organizing the partnership, testing the soil, organizing the bales and plants as well as spending many of his own hours helping others be successful at gardening.

5. Mission of Bourbonnais Elementary School District #53 is to: Collaborate with staff, students, families, and community

5.01 Resolution - Approval of Revised 2016-2017 Budget -Dennis Crawford, Assistant Director of Business Services

Mr. Baker explained the reasons for the amended 2016-2017 budget.

Motion by Nicole McCarty, second by John Hall to approve the 2016-2017 amended budget as presented. The following voice votes were heard: Ayes: Jamie Freedlund, John Hall, Rich McBarnes, Nicole McCarty, Jayne Raef, Rob Rodewald. Nays: None. Absent: Michael Jurka.

Final Resolution: Motion Carries.

5.02 Revenue Updates - Dennis Crawford, Assistant Director of Business Services

Dennis Crawford, Assistant Director of Business updated the Board on revenues and expected revenues. The current balance due from the State is $977,087. Discussion followed.

5.03 EDI Screener Update - Dr. Jim Duggan, Director of Instruction

Dr. Duggan, Director of Instruction explained the Early Developmental Screener (EDI), its objective and the timing of data collection. School Level and District level percentages were given to show percentages of students who are vulnerable vs on track in the areas of physical health and well-being; social competence; emotional maturity; language and cognitive development; and communication skills and general knowledge. Dr. Duggan explained the next steps which include sharing data with Birth -3, Kindergarten Teachers, Administrators and Pre-K. Development partnerships to promote early intervention and Birth to 3 programs.

6. Mission of Bourbonnais Elementary School District #53 is to: Provide a safe learning environment with innovation instructional practices

6.01 Construction Updates - Dennis Crawford, Assistant Director of Business Services

Dennis Crawford, Assistant Director of Business reported on the current summer construction projects. Projects are on schedule. Mr. Crawford showed a video of progress of various sites. Discussion followed.

7. Mission of Bourbonnais Elementary School District #53 is to: Inspire all students to reach their unique potential as globally conscious learners

7.01 MAP Report - Dr. Jim Duggan, Director of Instruction

Dr. Duggan reported on the fall to spring Map growth. Results were given by grade level. Dr. Duggan explained the next steps which include determining professional development needs, continue with plan to observe within the District, use NWEA instructional resources and sharing data and review with multi-year perspective.
