Village of Bradley Insurance and Finance Committee met April 10.

Here is the minutes provided by the Committee:

Attending: E. Cyr, M. Carrico, M. Watson, B. Redmond, M. Pries, L. Powers, B. Adams, J. Balthazor

Absent: L. Gadbois

Called the meeting to order at 6:00 pm

Public Comment: None

Bills and Accounts: we reviewed the bills and accounts and there were no issues found. Trustee Carrico made a motion to approve the bills, Trustee Cyr 2nd. Pass 2-0

Health, Dental and Life Insurance Renewals: Our BCBS rates for insurance will increase by 7.64% for the upcoming year. The original work was in the 16% neighborhood but good work by our agent allowed up to get the lower increase. The dental insurance will be changing from Metlife to BCBS. We received a 2%decrease by switching the dental to BCBS which is about a $16,000 savings to the village. Trustee Carrico made a motion to recommend approval to the full board that we renew the BCBS insurance and switch the dental from Metlife to BCBS with a second by Trustee Cyr. Motion passed 2-0

FY 2017-18 Temporary Budget Ordinance: Treasurer Pries recommends that we approve the Temporary 17-18 budget to match the 16-17 budget until the new 17-18 budget is adopted by the end of May. Trustee Carrico made a motion recommending that we keep the temporary budget as is until the 17-18 budget is approved. Trustee Cyr 2nd. Motion Passed 2-0

FY 2016-17 Budget Amendments: Trustee Carrico made a motion to recommend that we accept the following amendments to the 16-17 budget. Revenues of $259,300 and expenditures of $73,000. 2 nd by Trustee Cyr. Motion passed 2-0

MFT Project (Blatt Blvd): The next MFT project will be overlay, sidewalks and curbs for Blatt Blvd. Th engineers estimate was >$600,000. We received 4 bids. Trustee Carrico made a motion to accept the low bid from Davis Concrete Construction of Monee, IL for $415,037.70 with a 2nd by Trustee Cyr. Motion passed 2-0

Public Works mower/trailer & tractor bids: We have received three bids for a new utility tractor to be used for ditch mowing. Supervisor Peters recommends that we accept the low bid of $38,469.03 from AHW LLC in Manteno, IL. There was $40,000 in the budget for this item. Trustee Carrico made a motion to recommend approval to the full board with a 2nd by Trustee Cyr. Motion passed 2-0

We also received three bids for a new zero turn mower and utility trailer. The mower will have a 30wider cutting deck than our current mower therefore the need for the new trailer to haul it. Trustee Carrico made a motion to recommend approval to the full board for the low bid of $21,989 from The Turf Team, Inc for the mower and also the utility trailer form The Turf Team, Inc for a cost not to exceed $5,000 with a 2nd by Trustee Cyr. Motion passed 2-0

There were no other agenda items to discuss. Trustee Carrico made a motion to adjourn meeting, Trustee Cyr 2nd. Pass 2-0.
