Village of Bradley Village Board met November 27. 

Here is the minutes as provided by the board:

Call to Order 


The regular meeting of the Bradley Village Board was called to order on Monday, November 27, 2017 at 6:30 p.m. at the Bradley Municipal Hall. President Adams presided Roll call: Trustee Balthazor, Redmond, Gadbois, Watson, Dugan-Roof and Barber. All Trustees were present.

Agenda 

Trustee Watson added 14A Kankakee County Convention & Visitors Bureau questions. 152 was changed to 153 A motion was made by Trustee Gadbois and seconded by Trustee Watson to approve the agenda with the changes. (6 ayes 0 nays) Motion carried

Presentation of Minutes 

A motion was made by Trustee Balthazor and seconded by Trustee Redmond to approve the minutes of the Regular Board meeting dated November 13, 2017 as printed and presented. (6 ayes 0 nays) Motion carried

Presentation of Communications 

Mayor gave an update on the 32"Annual Bradley Lighted Christmas Fantasy parade is scheduled for Friday, December 1, 2017 at 6:30 p.m. beginning at Forest Avenue, heading east on Broadway ending at Washington Avenue. Miss Merry Christmas is Heaven Johnson 8-year-old daughter of Tami & Donyell Smith. Heaven is a 3" grader at Bradley West. Master Jack Frost is Manuel Duarte Jr., 6-year-old son of Ericka Duarte. Manuel is a kindergarten student at Bishop McNamara Catholic School.

Report of Village Officers and Department Heads

Police Department

Chief Johnston gave the report for October 2017.

o 2509 calls for service

o 142 case reports

o 461 citations

o 108 Arrests - Adult

o 10 Arrests - Juvenile

Chief noted that the Holiday weekend was relatively quiet, the department only had one call for shoplifting. The department did over 270 business checks. Mayor noted on Thanksgiving evening he rode along with Chief Johnston and met with some of the merchants and managers, they appreciated them being out.

Fire & Police Commission 

Chairman Hernandez and Secretary John Arrington swore in Officer Will Berry as Sergeant in the Police Department

Fire Department 

Chief Travis gave the Fire Department report for the month of October 2017.

o 229 Monthly Total 

o 2108 Year to date 

o 20 Smoke/carbon monoxide 

o 77 Fire Inspection 

o 97 Monthly Total 920 year to date

Chief noted Engine #49 is back in service.

Presentation of Bills and Accounts A motion was made by Trustee Dugan-Roof and seconded by Trustee Gadbois to pay all bills and accounts by recommendation of the Finance Committee. (6 ayes 0 nays) Motion carried

Report of Special Committees

There were none

Report of Standing Committees

Ordinance & Technology

     1. O-10-17-2 an Ordinance annexing certain territory to the Village of Bradley, Kankakee County, Illinois (2nd                reading) John's Park - 1250 E. Liberty 

A motion was made to adopt O-10-17-2 by Trustee Balthazor and seconded by Trustee Dugan-Roof (6 ayes 1     nay-Trustee Watson) Mayor voted. Motion carried

     2. O-11-17-1 an Ordinance Authorizing the Sale of certain personal Property that is no longer necessary or                   useful for the Village's Public purposes. (1st reading) 

A motion was made to waive the two reading by Trustee Gadbois and seconded by Trustee Balthazor (7 ayes 0 nays) Mayor voted. Motion carried

A motion was made to adopt O-11-17-1 by Trustee Gadbois and seconded by Trustee Redmond (6 ayes 0 nays) Motion carried

Trustee Gadbois noted her Police & Fire Committee are still working on staffing for the Police Department and the continuation of that meeting will be Wednesday, November 29, 2017.

Unfinished Business 

Trustee Watson had some questions concerning the agreement we signed with the Kankakee County Convention and Visitors Bureau. He noted he thought all entities need to sign, he thought the one signed by Kankakee was different than the one the Village signed. Mayor noted that was not the case.

New Business 

R-11-17-2 a Resolution in support of submission of the Illinois Route 50 Shared Path Project from Armour Road to Mulligan Drive Phases 1 & 2 to the Illinois Department of Transportation for consideration under the Illinois Transportation Enhancement Program.

A motion was made to approved R-11-17-2 by Trustee Gadbois and seconded by Trustee Balthazor (6 ayes 0 nays) Motion carried

Trustee Watson had a question concerning the easement between Gordon Food Service and Bill Kay Honda, this is a service road. Mayor noted that he is going to talk with the businesses that utilize the road to discuss funding to fix the road. Bradley would accept the road and be responsible for the maintenance. Bill Kay would purchase the easement/road and then deed it over to the Village.

A motion was made to go into Executive Session for 5ILCS 120/102 (c) 1 & 1 at 6:58 p.m. by Trustee Balthazor and seconded by Trustee Redmond on a unanimous aye vote.

Back in Regular Session at 7:37 p.m.

Adjournment 

A motion was made by Trustee Balthazor and seconded by Trustee Gadbois to adjourn the meeting. The meeting was adjourned at 7:37 p.m. on a unanimous aye vote.
